2Introduction
- I am pleased to speak before this specialized
elite who participate in advancing the process of
socioeconomic development through playing a role
in upgrading development of all forms and in
contributing to the socioeconomic prosperity in
line with globalization requirements and
challenges and towards achieving fair and
comprehensive development and social security and
peace.

- Allow me to thank the Social Dialogue Project
Management along with the Euro-Med. Socioeconomic
Councils for their support to Jordan to improve
labor relations and issues, particularly for
their - efforts to establish the Jordans Socioeconomic
Council in Jordan .
4Background
- Jordan with corporation ILO carrying out social
dialogue project who provide asset to establish
ESC . - Formulate hayer consultancy committee heded by
minister of labor and presidents of privet sector
and trade unions. - Formulate national committee consist from 36
members from social parties.
5Introduction
- Organization workshops meeting to discuss and
exploring the dialoged topics and the system in
Mediterranean countries . - Jordan hosted the Med smuts in Nov.2004.
- Knowledge international labor convention adopted
by government.

7Representatives
- In order to achieve harmonization and efficiency,
the Council will consist of (45) members
including the Chairman towards securing a
balanced participation by all the relevant
groups. Theses members will enjoy credibility,
fairness and efficiency.

- The Socioeconomic Council consists of 45 members
including the Chairman equally representing the
following groups - First group representing government authorities
related to the Councils tasks, and consisting of
11 members including three expert public figures. - Second group representing employers and
consisting of (11) members.

- Third group representing the workers and
consisting of (11) members. - Fourth group consisting of (11) members
representing the Civil Society Institutions and
related to the Councils tasks.

- Setup a permanent and efficient legal forum for
social dialogue in economic ,social, cultural and
envier mental polices and legislation and labor
relations . - Realize the principle of participation by the
society sectors in discussing the laws and
legislations prior to approval and participation
therein.

- Consolidate the principle of democracy reflecting
the views of the different parties. - Assist the decision makers and legislators in
exploring the viewpoints of the different society
segments prior to issuing legislations. - Reduce the negative impacts as a result of
issuing the legislations without discussing them
with the different parties.

parties without undermining any partys

- Releasing the partnership between private and
public sectors and enhancing the proper
investment climate and labor relations. - Quality of the current labor relations and
related developments. - Regular evaluation of the results of the policies
implemented in all relevant fields.

- Affirm the importance of the good labor
regulations and nature of the professional
relationship in laying down the grounds for a
successful and modern market economy, avoiding
the negative impacts of social conflicts,
reaching agreement and harmony between the social
parties, and meeting the requirements for a sound
economic prosperity.

- In order insure the smooth flow of the Councils
works, the project provides for forming five
permanent and specialized committees along with
special mechanisms needed for the Councils work
and decision making toward reaching consensus in
terms of strengthening the social dialogue.

17Royal Decree granting approval for establishing
the Council
- The Royal Decree has been issued for approval of
this council according to Regulation No 117 for
the year 2007 (Socioeconomic Council Regulation)
based on Article 120 of the constitution on
2/12/2007. This has been transformed from a law
into a regulation, and the draft law has been
slightly amended in terms of limiting the right
to demand consultation to the state institutions
only.
18Council Tasks
- Extend consultation and opinion of fields related
to policies and legislations concerning
socioeconomic, cultural, and environmental
issues, labor relations and conditions. - Regulate social consultations and collective
bargaining. - - to reach national conscious support for
policies.
