Objectives for Consultation
  • Identify the level of support for a Special
    Charge Scheme in the area. Understand
    concerns/issues.
  • Provide opportunity for property owners to gain
    understanding of process and to have constructive
    input into decisions
  • Allow the views of all to be taken into account
  • Provide input into the Council decision making
    process.

Council Community Pathways Strategy
  • The improvement and creation of walking and
    cycling paths was ranked a a priority by the
    community in 2004 in the Surf Coast Shires
    Community Plan
  • A Community Pathways Strategy has been developed
    with progressive works over the next 10 years
  • Paths in Darian Road, Fischer Street Zeally Bay
    Rd identified for early construction

Special Charge Schemes
  • Council does not have the resources to meet the
    demands for infrastructure growth from general
    revenue
  • The Local Government Act provides for Council to
    recoup some of the costs of providing specific
    infrastructure for those property owners who
    benefit from such works

    group of property owners from Capital Works

What is being proposed?
  • 1.8m wide path linking from Surf Coast Highway to
    Fischer St
  • South side proposed
  • Part cost for standard width path only being
    apportioned to residents. Costs for additional
    width met by wider community

Cost Distribution Options Approx Costs
  • Every property without an existing footpath
    contributes equally. (25,000/78 320)
  • Benefit divided equally into access frontage.
    (12,500/78 160 12,500/810 16/metre of
    frontage)
  • Av 17m frontage would pay 430.
  • Allowance made for corner properties, multi unit
    developments, existing driveways footpath
