IMIS OBJECTIVES (I)
  • To identify the local contact points for the
    implementation of the regional innovation
    measures
  • To identify the maturity level of the measures in
    order to propose the relevant expert work
  • To map the regional needs according to the
    proposed actions, maturity level political
    involvement and commitment, in collaboration with
    those developed the RIS-NACs Action Plans and the
    IRE secretariat.
  • To elaborate and create a continuously updated
    database of expertise and experts that could
    promote appropriate counselling schemes that
    helping towards the implementation of the
    actions.
  • To cover significant expert areas that show
    increased density of counselling needs. These
    areas match with the proven track record of our
    experts in developing relevant innovation policy
    schemes in the EU and in transferring excellence
    among EU members and in NACS.

IMIS OBJECTIVES (II)
  • To support the counselling services with enriched
    activities, outside the core thematic expertise.
    Such activities are awareness raising, visiting
    schemes organization, project planning and
    organization (GOPP), events on regional
    entrepreneurship promotion etc.
  • To create a continuous momentum of information
    exchange and experts support and availability
    through online web support.
  • To continuously evaluate and rate the expert work
    and the functionality and use of the counselling
    services through discussions and special forms
    with the regional contacts responsible.
  • To create a memory mechanism in the IMIS
    project that will provide at any time information
    on the successes and failures in order to develop
    a self improving mechanism.
  • To cover 9 RIS-NACs regions.

WP3 Mapping of regional Excellence (I)
  • Objective
  • The mapping of Regional Excellence will support
    the development of proposals for know-how
    transfer mechanisms as well as will support more
    effectively the work of the experts.

WP3 Mapping of regional Excellence (II)
  • The main sources that will be used as a basis in
    order to identify Regional Excellence are the
    following
  • PAXIS, IRE-IRC network, Trend Chart on
    Innovation, RINNO, Trends on Innovation Policy in
    NACs, Excellence in developing structural funds
    and Innovation
  • The categories of the information will be
    classified based on their content as
  • Thematic, National, Regional, Delivery mechanism
  • These information will be available in the
    projects website based on the previous
    categorization.

  • To develop a database including all experts and
    expertise available by the project that could be
    used for counselling services by the RIS-NACs
    regions

  • Key sources for the enrichment of the available

WP5 Counselling Schemes (I)
  • Objective
  • The use of all available information in order to
    promote bridging between the RIS-NACs regions
    that are ready to implement regional initiatives.
    The bridging will result in the implementation of
    an advisory scheme that will provide a specific
    number of man days to the regional authorities /
    key organization of the RIS-NACs regions in order
    to develop a specific innovation action.

WP5 Counselling Schemes (II)
  • The development of the counselling scheme is
    based on the following issues
  • The correct collecting analysis and assessment of
    the needs of the regions
  • Personal contacts are always important but a
    system approach in creating request for
    counselling schemes needs to be developed
  • Development of personal contact with the key
    individuals in the field
  • Consultation procedure will last from up to 70
    days of experts work per expert per region.

WP5 Counselling Schemes (III)
  • The experts will have to provide to the
    consortium and the management team an assessment
    of the work that they will perform and the
    estimated budget
  • During the course of the counselling scheme the
    expert has to inform the relevant partner on his
    progress and to report and pitfalls that might
    create problems to his job or even harm the image
    of the consortium.
  • After the end of the assignment the experts will
    be evaluated on their work by the regions and the
    relevant individuals. The scoring will affect the
    next possible assignment with IMIS.
  • It is estimated that a total number of 25-40
    assignments will be carried out

  • IMIS will focus primarily on the implementation
    of the non-financing elements of the regional
    innovation strategy concerned.
  • Indicative activities that could be performed by
    IMIS in the nine regions are mainly related to
    Innovation and RD Management and support
    activities
  • Collateral arrangements, securing, special
    funding (e.g. export support) Soft loans
    special risk sharing mechanisms Equity loans
    for start-ups
  • Spin off funding mechanisms from public research
    institutions, universities and large corporations
  • IPR equity arrangements, laboratory leasing,
    entrepreneurial leave arrangements
  • New trends in traditional RD funding

WP6 Follow-up of the individual measures,
quality control, reporting mechanisms to be
arranged with the benefiting RIS-NAC regions (I)
  • Objective
  • The assessment of the work performed by the
    experts to the regions and the identification of
    the success indicators and the development of the
    projects impact assessment.

WP6 Follow-up of the individual measures,
quality control, reporting mechanisms to be
arranged with the benefiting RIS-NAC regions (II)
  • A self assessment method will be developed.
    This method will be launched in the projects
    website (intranet) and will include a
    questionnaire that will entail relevant questions
    addressed to the experts, in order to evaluate
    their work.
  • A separate questionnaire will be filled in by the
    regions, in order to evaluate based on their
    experience, the assistance received by the
    proposed experts. This questionnaire will be
    prepared with the collaboration of the regions,
    in order to address their standards of the
    counselling sessions.

  • Objective
  • The promotion of IMIS work to all interested
    regions through the development of our website
    and the production of leaflets, as well as the
    dissemination of the projects results through
    the organization of GOPP Sessions and Visiting
    Schemes.
