• Appraisal mission by IDB study of various
  aspects of the project
• Definition of conditions and terms of financing
• Signing of the MOU (memorandum of
  understanding)5 June 2003
• Preparation of drafts of financing and guarantee
  agreements

• Signing of guarantee agreement on 26 December
  2003 between IDB and Ministry of Finance

  2004, the legal opinion was signed by the

  February 2004

• Recruitment of consultants, detailed design of
  project implementation and drafts of bidding
  documentation, procurement, supply of equipment,
  withdrawals from bank account
