National strategy
  • The fundamental aim of Government ChangeUp
    strategy is to define good practice and seek
    local co-ordination of locally funded services to
    voluntary organisations.
  • Government started off being primarily interested
    in VCO delivery of public services
  • Future support for the Consortium and key
    projects in the next financial year
  • A new Agency established by Government Capacity
    Builders will take up the reins and manage
    central governments financial commitment

    infrastructure organisations around last
    Christmas
  • Proposals discussed at the last Voluntary Sector
    Forum as work in progress
  • Steering Group set up following the Forums

  • Initial Steering Group drawn together from
  • frontline voluntary organisations that deliver
    services
  • the statutory sector, through the West Sussex
    Strategic Partnership
  • the West Sussex infrastructure organisations ie
    CsVS, VBx, County Orgs. Etc..
  • Voluntary organisations re-imbursed, albeit
    modestly, for time spent at meetings of the
    Steering Group

  • Confirm lead organisations for each part of the
    programme, including an additional, specific
    initiative with BME and faith-based organisations
  • Sustainability get on with it, need everyone on
    board on the review group
  • Quality there is a key link to training,
    pooling resources and identifying the right
    standards
  • Communications Prospectus good, must maximise
    effectiveness and invest in a robust network
  • Sector promotion plain english needed, services
    must be dynamic a relate to what the sector
    really needs

  • Rural physical infrastructure clarify for the
    whole community and link to other infrastructure
    ie transport, information, link person etc..
  • Young people this should be a major focus
    especially training, transport, mentoring and
    physical space
  • Sub-district link with Parish Councils and
    District LSPs, share information and focus on
    what local front line organisations need.
    Geography is a major issue in a rural county.
  • ICT Vol Orgs need to know what to know as well
    as practical help, the resources may be out there
    but need to be made accessible
  • Workforce development Define strategic
    requirements, requires a gap analysis for staff
    and volunteers of frontline organisations,
    delivery of learning must be planned around
    capacity, expertise and resources.

  • Preliminary discussion of some key issues today
  • Discussion paper to be issued before Christmas
  • Draft Infrastructure Development Plan to be
    published for 12 week consultation in March

Preliminary issues
  • What is the best balance between economies of
    scale and localness that will achieve the
    maximum impact?
  • What do those who invest in support services want
    to achieve and how can their investment and
    commitment be consolidated? Is there a key role
    for Local Strategic Partnerships?
  • What impact do we want our support services to
    the voluntary and community sector to have? Have
    we analysed this correctly?
  • Will we be able to ask Trustees of individual
    organisations to sign up to a final plan that
    could seek to co-ordinate their activity with
    that of others?
  • Our initial analysis suggests that short term
    project funding is a counterproductive way of
    providing support services to voluntary
    organisations and contributes more to inefficient
    use of resources than duplication or overlap. Do
