4Mutual Recognition Agreements
- MRAs are agreements between European
certification bodies on a voluntary basis for - Mutual recognition of test and inspection
results (CENELEC Certification Agreement) - or
- Common Mark Schemes (HAR, ENEC, Keymark)
5CENELEC Certification Agreement (CCA)
- MRA between 27 certification bodies located in 23
European countries - All products covered by LVD
- Important set of common procedures developed
since its creation in 1973 - Almost 300 harmonized test report forms based on
European standards
6CENELEC Certification Agreement (CCA)
- Body A - grants its own mark e.g.-
delivers the Notification of Test Results
(together with Test Report)- performs
inspection of the manufacturer plants - Body(ies) B - will endorse the test and
inspection results and grant its own mark
without retesting - e.g.
7IECEE-CB Scheme
- Body A delivers the CB test certificate
- (granting of the national mark is not
required) -
- Body(ies) B will endorse it and grant its own
mark (repetition of testing is authorized)

9Relation between CCA and IECEE-CB
- All CCA members are also IECEE-CB members. The
assessment of new European participants of CCA
and IECEE-CB is carried out commonly - Test reports forms based on IEC standards are
developed and used commonly

12Granting of the Common Mark
- The licence is issued on the basis of the EN/HD
standards relevant to the respective schemes
(e.g. household appliances for Keymark,
luminaires for ENEC, cables for HAR, etc.) - The Certification Body shall notify the other
Participants in the Agreement of all licences
issued
13Granting of the Common Mark
- The Certification Body which has issued the
licence is responsible for the surveillance of
the production - Factory shall have an ISO 9002 Quality System
(except particular cases) - The manufacturer shall possess the test equipment
and shall carry out the routine tests
