Describing the Need
  • In 1982, Southern California Gas established a
    Training Center to teach workers weatherization
    techniques.
  • Door and window replacement
  • Furnace and hot water heater upgrades
  • Other energy saving measures.
  • In 1998, the Gas Company closed their Training
    Center, leaving no training center in Southern
    California.
  • Pacific Gas and Electrics Stockton site was the
    only remaining facility in the state
  • Travel and lodging expenses impacted Southern
    California agencies.
  • State CSD realized that a single training center
    was inadequate to meet all of the training needs
    of the agencies providing weatherization
    services. CSD provided major funding for this
    project.

Benefits of a San Bernardino Site
  • A facility in San Bernardino would accommodate
  • Southern California agency employees who can
    travel by auto and return home without requiring
    an overnight stay
  • Contractors and subcontractors
  • LIHEAP/DOE providers in addition to LIEE
    contractors
  • The general public who want to learn a new
    employable skill.
  • CAPSBC also had a strategic priority to diversify
    its revenue stream by pursuing activities that
    could produce a cash surplus, which could be used
    by CAPSBC in a discretionary manner to achieve
    the purpose and mission of the agency, as allowed
    under the 501(c)(3) code.

Expected Outcomes
  • Maximize the number of trained and qualified
    weatherization technicians to match the expected
    increase in demand for the skill as CAPSBC and
    other agencies prepare to meet new mandates from
    the CPUC to weatherize home.
  • 30 training weeks X16 students per class X 2
    sessions 960 technicians certified to perform
    weatherization and technical services per year.
  • Hire internally from the pool of newly trained
    qualified weatherization technicians to build the
    capacity of CAPSBC.
  • CAPSBC needs to build organizational capacity by
    50-60 Weatherization Professionals to achieve the
    production goals of the current contract year.
