- AD initiations increased steadily during the past
10 years, nearly doubled - AD measures also increased accordingly
- AD initiations concentrated in a handful of
countries top ten users accounted for 80 of
total cases - India, US, EU most active initiators (over 40
initiations) - Since 1995, developing countries joined the rank
of intensive users (7 out of top 10 countries are
developing countries, accounting for 70 of total
initiations) - Active developing countries are Latin American
countries (Argentina, Brazil, Mexico) and Asia
(India, China, Korea, Indonesia, Malaysia)

6Anti Dumping Targets
- Anti dumping targets concentrated in a handful of
countries (top 10 targets represented 60 of
total measures during 1995-2004) - Developing countries are more often attacked as
compared with developed countries (except US and
Japan, 8 out of top 10 targets are developing
countries) - China is the biggest target (over 10 of total
worldwide), followed by Korea, US, India,
Indonesia, Japan, Thailand, Russia.. - The top 10 targets include many transitional
economies and East Asian countries. The ratio of
initiations against these countries doubled
during 1980-85 to 1996-2000 (from 13-26 and
12-24 accordingly) - Developing countries with small export market
share are also vulnerable targets due to
cumulation technique

- Out of 21 sectors according to WTO
classification, the 6 most-often attacked are
base metals, chemicals, plastics, machinery and
electric equipment, wood pulp and paper, textiles - These 6 sectors account for 80 of total cases
during 1995-2004. The first 2 sectors account
for 50 of total. - -gt High degree of concentration of AD initiations
in a handful targeted sectors worldwide

- Degree of industry concentration is also seen in
individual countries - China 50 of initiations belong to 3 sectors
(metals, chemicals, machinery) - India 40 of initiations involve chemicals
- US 70 of measures involve steel and metal
products

- 21 sectors with WTO classification are
reclassified into 4 groups resources intensive,
labor intensive, science based and others. - Resources intensive are most often attacked and
the trend is increasing (40 in the 80s to 75 in
2000-04). These are industries that developing
countries have comparative advantage, e.g.
minerals, wood, wood pulp, precious stones,
glass, ceramics, metals

- Labor intensive industries also saw an increase
of initiations (from less than 10 during
1980-1990 to 14 during 2000-04) - In contrast, science based industries saw a
decrease of initiations (from 40 during the
period before 90s to 10 during the past 5 years) - -gt Developing countries with comparative
advantage in resources and cheap labor become
more vulnerable during the recent years
