Purpose of Direct Certification
  • Increase participation in the school meal
    programs by directly certifying student
    eligibility
  • Reduce paperwork burden on schools and parents

Legal Requirements
  • Federal law requires all public school
    districts, charter schools, and county offices of
    education that participate in the school lunch or
    school breakfast programs supported by the United
    States Department of Agriculture (USDA) to
    implement a system of Direct Certification for
    Food Stamps by the start of the 2008-09 school
    year.

Implementation of the Direct Certification Law
  • 2007-08 All districts gt 10,000 enrollment
    required to participate
  • 2008-09 All districts, regardless of size,
    required to participate

Considerations for Direct Certifications
  • Certification is good for one school year
  • Certification is for FREE meals only
  • Matching rate will vary
  • Will not get 100 match on eligible students
  • Will need to provide paper applications to those
    not matched
  • Will need to notify parents of eligibility

Overview of CSIS Process
  • LEAs get appropriate digital certificates
  • LEAs submit post enrollment and address data to
    CSIS through Periodic Enrollment Update
  • CSIS sends data to California Dept of Health Care
    Services (DHS)
  • DHS matches CSIS student demographic data to
    CalWorks food stamps recipient data
  • DHS returns match results to CSIS
  • CSIS posts the results LEAs retrieve data

Security and Confidentiality
  • Data is always confidential
  • LEA staff need a digital certificate when they
    send data to CSIS
  • SSIDs are encrypted when sent to DHS
  • LEA staff who will retrieve results need a Direct
    Certification digital certificate

  • Gender
  • Address

Address Standards
  • LEA has option of submitting addresses
  • Individual address fields parsed
  • If there is no street type than you must use the
    unparsed format
  • Complete address unparsed Postal standards
  • Use the postal standards for addresses
