• Limited and not integrated information and
  database causes impractical policy
• For example, open to purchase power without
  control of biomass feedstock and proper zoning
• Demand over supply, high chance of high price and
  shortage
• Tariff for SPP-RE does not reflect true cost for
  some biomass fuel
• Adder encourages smaller scale project rather
  than cleaner technology
• Technical Barriers
• Not enough support and no pool RD for technology
  development
• Financial Barriers
• High perceived risk for RE power plant
• High price of debt financing
