What is Redaction?

    (SB274)
  • Protects against fraudulent use of birth and
    death records.
  • Requires certified copies of birth and death
    certificates be issued from a central location.
  • Establishes a fee structure to support system
    development

Californias current method
  • California is an imaging state
  • Replicate the actual certificate
  • Easier for the user

Problems with images
  • Confidential data is displayed
  • Social Security Number
  • Mothers maiden name
  • Signatures
  • Removing this information from the images is
    expensive

Solving the problem
  • Create a centralized database, managed by the
    State Registrar's Office
  • State Registrar staff remove confidential data
    from copies without affecting the integrity of
    the original document.
