  produce evidence that can withstand critical
  inquiry
• Pilot test new or refined models or tools
• Pay attention to the reliability validity of
  proposed measures
• Consider using measures endorsed by the National
  Quality Forum where appropriate

  stakeholders
• If results will resonate with a narrow group of
  stakeholders, show how that focus is strategic
  how findings will impact that audience

  scholars from multiple disciplines
• Provide evidence of site support for projects
• Describe plans to obtain IRB approvals for
  multi-site studies
• In general, convince reviewers you can complete
  studies in two years.
