Purpose of this Presentation
  • To propose a procedure for making awards fairly
    and uniformly for standards-based activities.
  • This proposal was approved by the Standards
    Activities Board three years ago but got lost
    in the Awards Committee.

Problem
  • Computer Society standards activities are not
    utilizing the awards program.
  • This deprives us of a basic motivational tool.
  • It causes standards participants to feel more
    affiliation to IEEE-SA and less to IEEE-CS.
  • Ultimately, it deprives the Computer Society of
    volunteers.

Complaints
  • Awards process takes too long.
  • Awards process is uncertain.
  • Awards Committee requires too many come-backs
    to provide additional information.
  • Awards for standards are often given to groups of
    people but must be nominated and defended
    individually.
  • Awards Committee volunteers are unappreciative of
    (or maybe just unfamiliar with) Standards
    Activities.

Proposed Remedies
  • Provide an easy, predictable, close-ended process
    for routine awards.
  • Provide agreed-to norms so that nominators and
    Awards Committee members know what typical
    activities are worth.
  • Delegate approval in normalized situations.
  • Use staff labor for routine awards. Conserve
    Awards Committee volunteers for named awards and
    for unusual situations.

Award Norms
  • The proposal describes 12 award situations where
    appropriate awards are
  • Certificate of Appreciation s/ sponsor chair
  • Certificate of Appreciation s/ VP of Stds.
  • Outstanding Contribution Award
  • All Outstanding Contribution Awards require
    distinct nominator, endorser, approver.

Procedure
  • Nominator selects award situation, obtains any
    required endorsement, and forwards the nomination
    to the approver.
  • Approver certifies that the award is appropriate
    and forwards the approved nomination to staff.
  • Staff prepares the award using the default
    citation.
  • If the service counts as a "creditable," then
    staff appropriately records the activity for
    application to the term service awards.
  • Award is presented.

Limits
  • The procedure is used only for the situations
    described. All other situations are referred to
    the Awards Committee.
  • All named awards are handled by the Awards
    Committee.

Moving Forward
  • First, we need a supportive volunteer to liaise
    between SAB and Awards a volunteer who is
    basically supportive of the proposal.
