- Identification of a childs needs is often a
response to emotional and behavioural
difficulties rather than the underlying
problem. - Children and young people may be best helped by
promoting resilience and a capacity to manage
emotions appropriately (Emotional Literacy). - Parents may want support developing parenting
skills - specifically, establishing routines and
managing their childrens behaviour.

- Most services are unclear about what other
services do. - Few services can give a clear description of what
they themselves do or who can expect to receive
services from them. - There are large variations in what the same or
similar services do in different parts of the
county. - Some services are available in some parts of the
county and not others.

- Children experiencing the same difficulty can
start their journey through services from many
different points. - Who children are referred on to is often
arbitrary, depending on the recent experience of
the referrer. - Many services describe themselves as referring
on, so that children and families are passed
from one service to another. - Are there too
many referrers-on and not enough
problem-solvers? - Schools can play a key role in identifying and
responding to the needs of vulnerable children
but there are wide variations in the help and
support that pupils will receive.
