• NTSB, D.O.T.s Office of Inspector General, and
  others have advised RSPA to create a hazardous
  liquid annual report on par with that for natural
  gas operators
• Prior to Rule, there was no Part 195 annual
  report required but Part 192 requires submission
  annually from both transmission and distribution
  natural gas operators

  since 1970, but not for hazardous liquid pipeline
