Earth Science Decadal Survey Mission Studies
Goal is to refine the mission and Decadal Survey
program definition sufficiently by the end of
FY09 to inform directed mission development
planning for new mission starts to follow SMAP
and ICESat II

• Earth Science Division (ESD) has funds available
  for development of Decadal Survey missions
• SMAP and ICESat II have officially announced as
  the first two Decadal Survey missions NASA will
  implement
• ESD will fund mission development activities for
  the remaining Decadal Survey missions, with the
  level of funding tailored to the individual
  missions the immediate focus is on FY08 and FY09
  activities

• The immediate need is to define and implement
  development and mission study activities for the
  Decadal Survey missions
• These studies are intended to advance the
  maturity and development of missions with the
  following priority provided by the NRC
• For Tier 1 missions DESDyni and CLARREO
• For Tier 2 missions HyspIRI, ASCENDS, SWOT,
  GEO-CAPE, ACE
• Tier 3 missions LIST, PATH, GRACE-II, SCLP,
  GACM, 3D-Winds
• Conduct studies in an integrated fashion, with
  coordination at multiple levels
• Study management team, led by Program Scientist
  and Program Executive at HQ and the Earth
  Systematic Missions Program Office
• ESM program level across the Decadal Survey
  missions

• All Decadal Survey Missions are directed missions
  and will be managed by the Earth Systematic
  Missions (ESM) Program office at GSFC
• All mission studies will have a management team,
  led from HQ ESD by the HQ Program Scientist and
  Program Executive, including representatives from
  ESTO, data systems, applied sciences, and the ESM
  program office
• Studies will address science requirements,
  instrument and mission design alternatives,
  development options, algorithm requirements,
  partnership opportunities, technology
  requirements, OSSE, etc.

• During these Pre-Phase A activities the study
  teams will work to define measurement and mission
  elements to meet Decadal Survey mission
  objectives
• Tier 1 mission goal is to complete study
  activities in preparation for an NPR 7120.5 KDP-A
  (Mission Concept Review) in early FY10
• Tier 2 mission goal is to improve the
  understanding and scope of these missions to
  enable ESD to make programmatic decisions for
  FY10 and beyond
• All study teams must define achievable objectives
  with specific cost and scope - the studies must
  deliver products at the end!
