2Need and Purpose
- There are many vacant and underutilized
properties along the waterfront, and no clear
vision exists for what it can/should become. - The plan seeks to create a vision for the
waterfront and the downtown that will make it a
vibrant destination, a reflection of civic pride
and an economic engine.

- Location near the intercoastal waterway
- Thousands of feet of undeveloped waterfront near
the downtown with sufficient depth for docks - Attractive historic residential district
- A few strong businesses and institutions on which
to build - Growing attraction as retirement community
- Excellent road access from metropolitan areas to
the west

- Weak economy due to loss of fishing and
agriculture as major economic engines - Downtown commercial buildings and streets subject
to recurring flooding - No critical mass of restaurants, shops or marine
services and amenities to attract permanent and
transient boaters in significant numbers

the downtown in phases - Waterfront residential with dedicated boat slips
near the downtown - A permanent 200-slip marina including fuel dock,
services and amenities, a hotel, and limited
retail/restaurant, plus residential - Downtown revitalization including
retail/restaurant, apartments, and open space
improvements - Additional residential with boat slips
