Belhaven WaterfrontMaster Plan
  • Allison Platt Associates

2
Need and Purpose
  • There are many vacant and underutilized
properties along the waterfront, and no clear
vision exists for what it can/should become.
  • The plan seeks to create a vision for the
waterfront and the downtown that will make it a
vibrant destination, a reflection of civic pride
    and an economic engine.

3
Existing Strengths
  • Location near the intercoastal waterway
  • Thousands of feet of undeveloped waterfront near
the downtown with sufficient depth for docks
  • Attractive historic residential district
  • A few strong businesses and institutions on which
    to build
  • Growing attraction as retirement community
  • Excellent road access from metropolitan areas to
    the west

Existing Issues
  • Weak economy due to loss of fishing and
    agriculture as major economic engines
  • Downtown commercial buildings and streets subject
    to recurring flooding
  • No critical mass of restaurants, shops or marine
services and amenities to attract permanent and
    transient boaters in significant numbers

9
Flooding of Downtown Streets and Buildings
The Town received funds to help raise the
foundations of homes to protect against floods
10
Flooding of Downtown Streets and Buildings
But these funds do not cover institutional and
commercial buildings.
