- The Inventory of State Government -Operated
Public Safety Communications Systems was
completed on time and is available on the SIEC
web site http//isb.wa.gov/siec/reports/inventoryr
eport1203.pdf - Work is now underway on drafting the planning
documents called for in the legislation and the
survey of local government public safety
communication systems - Other items.

- No FCC Action yet on the Missouri or Southern
California plans - Region 35s (Oregon) next meeting will be on
March 10th in Hood River. This will also be
their convening meeting for the 4.9 GHz band - Region 12 (Idaho) held a meeting on January 21st

9Formation of an RPC Association
- There ended up being pretty broad support for the
concept of forming such an association as long is
it didnt become its own administrative and
bureaucratic process that would hamper progress - Weve submitted our formal support and I expect
the issue to get more discussion (and maybe
action?) at the NPSTC meetings coming up in
February 18/19 in D.C.
10LPTV Research
- A list of all co-channel and adjacent-channel
licensees has been assembled so we can send them
a letter advising of the planning effort, its
nearing completion, and the imminence of public
safety systems in the band. - Motorola filed a document with the FCC
identifying the critical need to clear TV
stations out of the band so public safety can
gain effective use of the band. A copy has been
posted on the Region 43 web site.

- Discussion of Interoperability Requirements
- Current Text - 6.3 Requirement for
Infrastructure to Support Interoperability
Channels - All agencies requesting more than four channels
from the 700 MHz channel pool for normal
operations will be required to implement at least
one of the CALL channels in a repeater mode. This
implementation shall normally provide mobile area
coverage over essentially the same service area
as the primary communications channel
assignments. The SIEC may authorize reduced
coverage where such a reduction is required due
to good engineering standards, interference
mitigation or other specialized requirements.
This infrastructure may be configured to operate
in a half duplex mode to minimize intra-system
interference under routine conditions, provided
however that a wireline equivalent connection
delivers received audio to an dispatch point
where 24 x 7 monitoring will take place. Approval
of such operation also requires the ability for
the dispatch point to re-enable normal repeater
operation when so requested.

- Current Text - 6.3 Requirement for

Channels - Agencies requesting nine to fourteen channels are
required to establish similar infrastructure for
at least one additional law enforcement and one
additional fire/EMS interoperability channel.
Systems requesting more than fifteen channels
will require implementation of a CALL channel,
one law enforcement channel, one fire channel,
and one EMS channel.

- Our current recommendation to the SIEC would be
to modify the approach to consider bandwidth
assigned instead of channel count, and this
idea has pretty broad support in the RPC

public safety agencies have implemented 700 MHz
systems in the area, is there guidance we want to

254.9 GHz Regional Planning
- Our formal convening meeting will be March 4th in
Spokane. - Motorola filed a document with the FCC to better
explain their views on the constraints of the 4.9
GHz band and the appropriate emission mask. A
copy has been posted to the Region 43 web site - The NPSTC 4.9 GHz taskforce continues to work
with the manufacturing, 802.11 and DSRC
communities to move towards consensus views on
these issues - Kevin Kearns recently visited Ciscos HQ and was
briefed on their strategies and intent in the 4.9
GHz band. They understand and agree/support
leveraging COTS approaches into the band and are
working this direction
