SIEC Activities
  • The Inventory of State Government -Operated
    Public Safety Communications Systems was
completed on time and is available on the SIEC
    web site http//isb.wa.gov/siec/reports/inventoryr
    eport1203.pdf
  • Work is now underway on drafting the planning
documents called for in the legislation and the
survey of local government public safety
    communication systems
  • Other items.

7
Actions in Other RPCs
  • No FCC Action yet on the Missouri or Southern
    California plans
  • Region 35s (Oregon) next meeting will be on
March 10th in Hood River. This will also be
their convening meeting for the 4.9 GHz band
  • Region 12 (Idaho) held a meeting on January 21st

8
To see any filed plans for the 700 MHz band, use
the ECFS search page at http//gullfoss2.fcc.gov/p
rod/ecfs/comsrch_v2.cgi and search on Proceeding

Formation of an RPC Association
  • There ended up being pretty broad support for the
concept of forming such an association as long is
it didnt become its own administrative and
bureaucratic process that would hamper progress
  • Weve submitted our formal support and I expect
the issue to get more discussion (and maybe
action?) at the NPSTC meetings coming up in
    February 18/19 in D.C.

10
LPTV Research
  • A list of all co-channel and adjacent-channel
licensees has been assembled so we can send them
a letter advising of the planning effort, its
nearing completion, and the imminence of public
    safety systems in the band.
  • Motorola filed a document with the FCC
identifying the critical need to clear TV
stations out of the band so public safety can
gain effective use of the band. A copy has been
posted on the Region 43 web site.

Other Information Updates?
  • Assigning an Outreach Workgroup
  • The Chair needs a small group (1 to 3 people) to
take charge of getting our meeting notices and
web site information out to all the various
associations, interest groups, the public, etc.
We need to assure, and document, that weve hit
all possible avenues of informing the world on
our process and their ability to participate
    and/or comment on the process.
  • The winners are...
  • Any other issues?

19
Draft Plan Review Editing
  • Proposed Timeline in November
  • Final Draft by end of year
  • Circulate this Final Draft with Region 35 12 by
    12/31/03
  • January - Big Westside Meeting to take comments
    and edits
  • February - Big Eastside Meeting to take comments
and edits and final feedback from Regions 35 12
  • March - Final editing, vote, and file with the
    FCC
  • Status
  • Chairs workload has prevented preparation of the
    near-final draft
  • Proposing an alternative schedule

20
Draft Plan Review Editing
  • Proposed new timeline
  • Draft Version 6 (near-final?) Monday, February
2nd, distribute to Region 43 list, post on web
site, and send to Region 12 and 35 for initial
    review and comment
  • March 4th meeting in Spokane to do detailed
review and edits, and address any comments
received from neighboring regions to date.
  • March 31st meeting in Olympia to take further
comments and edits which will result in the
    formal final draft plan.
  • Distribute Final Draft to Region 43 list, post on
web site, and send to Region 12 and 35 for formal
coordination final-comment phase by April 15th
  • April28th meeting in Yakima to review any
comments to date and get ready for final adoption
meeting on May 26th at a Westside location still
    TBD

21
Draft Plan Review Editing
  • Discussion of Interoperability Requirements
  • Current Text - 6.3 Requirement for
    Infrastructure to Support Interoperability
    Channels
  • All agencies requesting more than four channels
from the 700 MHz channel pool for normal
operations will be required to implement at least
one of the CALL channels in a repeater mode. This
implementation shall normally provide mobile area
coverage over essentially the same service area
    as the primary communications channel
assignments. The SIEC may authorize reduced
coverage where such a reduction is required due
    to good engineering standards, interference
    mitigation or other specialized requirements.
This infrastructure may be configured to operate
in a half duplex mode to minimize intra-system
    interference under routine conditions, provided
however that a wireline equivalent connection
delivers received audio to an dispatch point
where 24 x 7 monitoring will take place. Approval
of such operation also requires the ability for
the dispatch point to re-enable normal repeater
    operation when so requested.

22
Draft Plan Review Editing
  • Discussion of Interoperability Requirements
  • Current Text - 6.3 Requirement for
    Infrastructure to Support Interoperability
    Channels
  • Agencies requesting nine to fourteen channels are
required to establish similar infrastructure for
at least one additional law enforcement and one
    additional fire/EMS interoperability channel.
Systems requesting more than fifteen channels
will require implementation of a CALL channel,
one law enforcement channel, one fire channel,
    and one EMS channel.

23
Draft Plan Review Editing
  • Discussion of Interoperability Requirements
  • Our current recommendation to the SIEC would be
to modify the approach to consider bandwidth
assigned instead of channel count, and this
idea has pretty broad support in the RPC

24
Draft Plan Review Editing
  • Discussion of Interoperability Requirements
  • Questions that still need debate
  • Should we also consider recommending guidelines
for deferred or reduced implementation thresholds
or timelines for early adopters so they can wait
until neighboring systems develop and more
effective I/O strategies can be developed?
(reflect on the 800 MHz experiences)
  • If the licensee is a non-traditional eligible,
like Metro Transit, and no other traditional
public safety agencies have implemented 700 MHz
systems in the area, is there guidance we want to
suggest on reduced or deferred implementation?
  • Other questions/issues?

25
4.9 GHz Regional Planning
  • Our formal convening meeting will be March 4th in
    Spokane.
  • Motorola filed a document with the FCC to better
explain their views on the constraints of the 4.9
GHz band and the appropriate emission mask. A
copy has been posted to the Region 43 web site
  • The NPSTC 4.9 GHz taskforce continues to work
with the manufacturing, 802.11 and DSRC
communities to move towards consensus views on
    these issues
  • Kevin Kearns recently visited Ciscos HQ and was
briefed on their strategies and intent in the 4.9
GHz band. They understand and agree/support
leveraging COTS approaches into the band and are
    working this direction

    guidelines process
  • Collect thoughts and ideas from neighboring
    regions
