• 1 Rock (Program effectiveness not likely to be
  demolished, change shape, washed away, or
  vaporized)
• 2 Jello (Measures of program effectiveness have
  some shape and constancy but are not a strong
  foundation for building a program)
• 3 Mercury (Evidence appears great but is very
  slippery and shape changes according to
  circumstances)
• 4 Water (Evidence flows through cracks and
  programs relying on it will sink)
• 5 Gas (Program promulgators are full of hot air
  or worse)
