UIC Program Background

• UIC Program goal is to protect underground
  sources of drinking water (USDW)
• Five classes of wells regulated
• Class I Haz non-haz waste disposal wells
  (549)
• Class II Oil gas brine disposal wells
  (143,951)
• Class III Solution mining wells (18,505)
• Class IV Haz waste or radioactive waste
  disposal wells above USDWs (32)
• Class V Everything else including large septic
  systems, heat pump wells, etc (400,000 to
  650,000?)
• Reporting requirements vary according to well
  class
• Delaware has only Class V wells

• Specific data for each well now required vs
  summary data
• Facility name ownership
• Well names locations
• Permits permit events
• Inspection, violation, enforcement events
• Data flows quarterly
• Total replace of all data
• Uses extensive set of Schematron rules for data
  validation

• User Request Data Be Sent To EPA
• Data Retrieved From Enterprise DB and Formatted
  As Standard XML Document
• Document Saved to Node DB In DNRECs DMZ
• Node Watcher Program Detects Presence of
  Unsubmitted File
• File Retrieved and Node Attempts to Submit File
  to CDX

• If Successful File Marked as Sent Success Email
  Sent to User
• If Unsuccessful File Sent Attempts Counter
  Incremented. Next Time Watcher Runs Submit
  Attemptted Again. If Unsuccessfull After 5
  Attempts Failure Email Sent
• If Submit Successful Node Periodically Polls CDX
  Until Job Status Becomes Either Failure or
  Succes
