The Structure
  • Attendees will be broken into small groups
  • Day One by Discipline/Sector
  • Day Two by Community/Jurisdiction

The Rules
  • Everyone will be given an opportunity to identify
    problems, barriers, and solutions
  • Everyone has the right to pass if they have
    nothing to contribute at their designated time
  • No debating, arguing, or blaming
  • Be respectful
  • Follow the facilitators direction
  • Trust the process

Voting
  • After all ideas have been exhausted, participants
    will have the opportunity to prioritize the five
    problem statements that
  • they consider most important.
  • Each participant will have five votes, and they
    can use them however they see fit.
  • The facilitator will tally the votes and the top
    five problem statements will be further explored
    in the next phaseBarriers

Identifying Barriers
  • Barriers are issues or activities that prevent
    us from effectively addressing the problems.
  • Barriers represent a diagnosis of whats at the
    heart of the problem or what prevents progress
    toward resolving the problems.

  • Participants will brainstorm barriers for each of
    the first of the top five problems
  • Similar ideas will be combined, and unclear
    statements will be clarified
  • Participants will vote for the three barriers
    that they consider most important
  • Group will move to the next problem statement and
    repeat the process until barriers have been
    identified and prioritized for all five problems

Identifying Solutions
  • To make this process most effective for
    developing a concrete strategy, solution
    statements must address the specific barriers
    that have been identified for each problem. When
    we remove the barriers, resources and programs
    easily follow. Solution statements should be as
    specific as possible.

Time Permitting
  • Brainstorm to identify resources
  • Brainstorm to identify individuals who should
    be/might be asked to be part of the summit
    follow-up

After the Summit
  • NCPC will combine similar solution statements
    from other groups and will put them into an
    online survey form
  • Participants will vote to prioritize
    themidentifying both the importance and
    feasibility of whats been recommended
  • (we need everyones email address!)
  • The survey should be online by mid December
  • The deadline for voting will be January 6, 2006!
  • Final report will be given to planning committee
    by January 18, 2006.
