BACKGROUND
  • The key role of ETDPSETA is the facilitation and
    promotion of skills development. ETDPSTA achieves
    this by ensuring that learning practices,
    qualifications and unit standards for training
    and development of both the employed and
    unemployed are in place.
  • ETDPSETA ensures that qualifications and unit
    standards are reviewed after every three years or
    prior to that to make sure that they are fit for
    purpose.

  • To facilitate and promotion of skills development
    ETDPSETA has entered into a Joint Implementation
    Plan with SAQA to develop and registered a number
    of qualification and unit standards.
  • ABET Practice being one of them.

ETPDSETA Quality Assure the following ABET
Practice Qualifications.

REVIEWING OF QUALIFICATIONS
  • Why do we review
  • Comments from practitioners.
  • Comments from stakeholders
  • Identify and address current priorities and needs
    of the country in terms of skills/ competencies/
    outcomes
  • To ensure that the qualification is fit for
    purpose

CHALLENGES
  • The matter of content, knowledge and skills that
    Adult Educators train on is a grave concern
  • SACE requirements for registration with the
    Council
  • Qualification not recognised by DoE based on
    the norms and standards of educators, gazette
    21565 of 22 September 2000.
  • Level 5 and 6 do not include any Fundamental
    component

CHALLENGES
  • The current level 4 qualification does not
    include the second language component.
  • The level 6 qualifications does not equal a
    minimum of 360 credits and also includes level 4
    unit standards.
  • There are a number of level 4 unit standards that
    are included in all of the qualifications so this
    questions the level of complexity and adherence.
  • The Nat Diploma ABET Practice (ID 20159) the
    qualification is not compliant as it only has,
    197 credits instead of a minimum of 240 credits
  • This qualification also does not include any
    Fundamental standards or rules of combination.

INTERVENTION
  • Stakeholder meeting was conducted to review the
    qualifications prior to SGB review meetings.
  • Requested SAQA to fast track the review
    process.
  • Funded the stakeholders meetings .
  • ETDPSETA is insisting on Proffesionalising ABET
    Educators for the purpose of registration.
  • A meeting was held with the Department of
    Education ABET directorate, SAQA and EPWP to look
    at means and ways of improvising these
    qualification for the purpose of being
    recognised.

WAYFOWARD
  • Review process should be informed by
  • Stakeholder inputs with regards to programme
    implementation of these qualifications
  • The seven roles of an educator as embedded in the
    norms and Standards for Educators documents
  • Level Descriptor documents
  • FETC Policy
  • International comparability
  • SAQA Criteria for the Generation and Evaluation
    of Qualifications and Standards within the NQF
    etc.

PROGRESS TO DATE
  • Submission of the Level 5 ABET Practice
    Qualification to the Qualification and Standard
    Committee to request amendments in order to
    ensure compliance
  • There are changes made to make qualifications
    compliant
