10Cooperation Tool-box
- Support will be implemented across all themes
through
Collaborative research Collaborative
projects Networks of Excellence Coordination/suppo
rt actions (Alone or in combination)
Joint Technology Initiatives
Coordination of non-Community research
programmes (ERA-NET ERA-NET Article 169)
International Cooperation
11Funding Schemes for Cooperation
- Collaborative projects
- Consortia with participants from different
countries - New knowledge, technology, products or common
resources for research - Size, scope and internal organisation of projects
can vary - Can be divided into
- Small or medium-scale research projects
- Upper ceiling for requested Community
contribution (eligibility criterion) - Large-scale integrating projects
- Upper and lower ceiling for requested Community
contribution (eligibility criterion)
12Funding Schemes for Cooperation
- Networks of Excellence
- Integrating activities and capacities in long
term perspective - Joint Programme of Activities
- Combined use/reallocation of resources
- Redesign of research portfolios/priorities
- Exchange of researchers/staff
- Joint research
- Training, dissemination, communication activities
- Formal commitment of senior management to
integration objective - Number of participants compatible with
integration objective (typically, 3-7)
13Funding Schemes for Cooperation
- Coordination and Support Actions
- Networking
- exchanges,
- trans-national access to research
infrastructures, - studies
- conferences, etc.
- Eligibility criteria
- Support At least 1 legal entity
- Coordination At least 3 independent MS/AS legal
entities
14Joint Technology Initiatives (JTI)
- JTIs aim to
- establish long-term public-private partnerships
in research at European level in fields of high
industrial and policy relevance - co-ordinate research efforts and respond to
industry needs - lead to flagship projects for European
competitiveness - JTIs build on European Technology Platforms
(ETPs) - in a small number of cases, scale and scope of
Strategic Research Agendas of ETPs require
implementation through dedicated legal structure - normal FP instruments not sufficient
15Joint Technology Initiatives
Six potential topics identified in the
Cooperation Specific Programme
Fuel Cells and Hydrogen (FCH)
Aeronautics and Air Transport (Clean Sky)
Global Monitoring for Environment and
Security (GMES)
Embedded Computing Systems (ARTEMIS)
Innovative Medicines (IMI)
Nanoelectronics Technology 2020 (ENIAC)
Other possible topicsto be identified later
16Article 169
Participation of the Community in research
programmes jointly Implemented by Member States
Article 169 In implementing the multiannual
Framework Programme, the Community may make
provision, in agreement withthe Member States
concerned, for participation in researchand
development programmes undertaken by several
Member States,including participation in the
structures created for the execution of those
programmes
- European co-operation on a large-scale in
variable geometry between Member States - Co-operation between Member States sharing common
needs and/or interests - Identification of Art. 169 initiatives on the
basis of clear criteria
17Article 169 Roadmap
Four potential initiatives identified in the FP7
Specific Programmes
EUROSTARS (Support to research performing SMEs)
Ambient Assisted Living
European Metrology Research Programme (EMRP)
BONUS 169 (Baltic Sea Research)
Other possible themesto be identified later
18ERA-NET and ERA-NET
- Continuity and reinforcement of ERA-NET.
Four-step approach - Exchange of information best practice
- Definition, preparation and implementation of
joint activities - Implementation of joint activities
- Funding of joint, trans-national research actions
(as much as possible) - For new topics not addressed in FP6, for
broadening and deepening existing ERA-NETs which
should focus on steps 3 and 4. - NEW
- ERA-NET additional EU financial support to
top-up joint calls - Support to pooled financial resources between
national programmes for joint calls for proposals - Topping up maximum 1/3 of the total joint call
budget - Only transnational research projects to be funded
19Horizontal issues
- International Cooperation
- Dissemination
- SMEs
- Cross-thematic Approaches
20International Cooperation in FP7
- A new approach has been followed in FP7 to
support the activities of International
Cooperation - The theme-oriented international cooperation
actions are carried out under the Cooperation
Programme - The international actions in the area of human
potential are carried out under the People
Programme - Actions of the Capacities Programme are designed
to support and stimulate the participation of
third countries in the FP
21Dissemination and use of RD results
- Need better diffusion and use of project outputs
- funding at
- Project level
- Innovation-related activities within RTD projects
- Assistance from external experts
- In all thematic areas
- Networking initiatives, seminars, brokerage
events - Focused on specific fields or user groups
22SME participation in Collaboration
- Reduce barriers to participation
- Simplification particular important to SMEs
- Fewer funding schemes more flexibility and
freedom - Take account of SME needs in thematic area
content - SME-targeted projects (e.g. in NMP Theme)
- Participation potential varies by theme
CIP - Competitiveness and Innovation Programme -
will support networks providing services
encouraging SME participation, by Raising
awareness, helping to identify needs and
partners, assisting in the preparation and
coordination of proposals Close coordination
between CIP and FP7-related actions
