Developing an Accountability System
  • A schools response to an accountability policy
    depends heavily on the conditions in its
    environment. Schools are more likely to develop
    capacity for high levels of instructional and
    internal accountability if they are in an
    institutional environment that provides support
    for these factors. It is not, however, a
    foregone conclusion that a school that exists in
    a supportive environment responds to that
    environment in ways that improve its capacity and
