2OVERVIEW
3Act becomes effective upon passage of the
initiative on June 2006 ballot
4Establishes the right to voluntary, free,
part-day preschool for all California children
whose parents choose to enroll them in the year
prior to kindergarten
5Funds preschool through a 1.7 additional tax on
taxable income over 800,000 for couples filing
jointly and over 400,000for individuals
6GOVERNANCE
7The SPI will establish statewide quality
standards and approve local plans
8County Superintendents (CS)will oversee
local planning implementation selection of
providers construction of facilities
9CS are to ensure by September 2010 that all
children in each county, one year prior to
kindergarten, can voluntarily enroll in a
Preschool for All program
10CS may contract with local providers including
school districts charter schools colleges, and
other licensed providers including centers and
family child care homes or operate programs
themselves
11COUNTY SUPERINTENDENT RESPONSIBILITIES
12CS submits initial five-year plan, and annual
progress reports to the SPI, which include
meeting specific requirements

- By 2016, implement a plan to provide necessary
facilities (construct, purchase, renovate, or
lease) - Coordinate with existing child care programs to
maximize meeting the needs of families, including
the need for a full day child care

16FUNDING
17In the early years of implementation, funds would
be distributed based on the number of four year
olds in each county. In 2016/17, funds would be
distributed based on the number of children
actually enrolled.
18No funds that would be provided by this measure
may be used to supplant state child development
funds thus, the amount that the state is now
spending needs to be maintained
19OTHER PROVISIONS
20By 2014, all program teachers must have
bachelors degrees including 24 units in Early
Care and Education (ECE)
21- By 2014, Instructional aides must have 48 units
college-level work including 24 units ECE
22- By 2016, all PFA teachers must have Early
Learning Credential
23The Act includes financial aid for individuals
earning these qualifications, provided they
commit to teaching for a period of time that
justifies the publics investment in their
training
24Public colleges and universities will be funded
to develop coursework and degrees in early care
and education
25ESSENTIALELEMENTS
26When fully implemented in 2016/17, PFA programs
consist ofminimum 3 hours per day for at
least 180 days per year
27Curriculum will be based on state preschool
learning standards and guidelines and aligned to
the states academic standardsfor K 3 grades
28Group size to be no larger than 20 children with
at least 1 credentialed teacher and 1 teacher aide
