OVERVIEW

Act becomes effective upon passage of the
initiative on June 2006 ballot

Establishes the right to voluntary, free,
part-day preschool for all California children
whose parents choose to enroll them in the year
prior to kindergarten

Funds preschool through a 1.7 additional tax on
taxable income over 800,000 for couples filing
jointly and over 400,000for individuals

GOVERNANCE

The SPI will establish statewide quality
standards and approve local plans

County Superintendents (CS)will oversee
local planning implementation selection of
providers construction of facilities

CS are to ensure by September 2010 that all
children in each county, one year prior to
kindergarten, can voluntarily enroll in a
Preschool for All program

CS may contract with local providers including
school districts charter schools colleges, and
other licensed providers including centers and
family child care homes or operate programs

CS submits initial five-year plan, and annual
progress reports to the SPI, which include
meeting specific requirements

FUNDING

In the early years of implementation, funds would
be distributed based on the number of four year
olds in each county. In 2016/17, funds would be
distributed based on the number of children
actually enrolled.

No funds that would be provided by this measure
may be used to supplant state child development
funds thus, the amount that the state is now
spending needs to be maintained

OTHER PROVISIONS

By 2014, all program teachers must have
bachelors degrees including 24 units in Early
Care and Education (ECE)

  • By 2014, Instructional aides must have 48 units
    college-level work including 24 units ECE

  • By 2016, all PFA teachers must have Early
    Learning Credential

The Act includes financial aid for individuals
earning these qualifications, provided they
commit to teaching for a period of time that
justifies the publics investment in their
