Our vision The DSCF vision is for the third
sector to empower childre, young people, parents
and learners of all ages and enable them to shape
services at national and local leve..We want its
unique role in reaching out to the more
vulnerable and the less articulate to be
recognised and used effectively The Third Sector
Strategy and Action Plan, June 2007

Commissioning and the third sector next steps

Making it happen To support this
transformation, we will work to build new
capacity in the system. A new Centre for
Excellence and Outcomes (CFEO) will begin work in
July 2008, and a new programme to improve
commissioning practice will be developed with
local authority, health and voluntary sector
partners to support Childrens Trusts in building
world class systems. The Childrens Plan,
December 2007,para 7.22
