Major challenges Encourage local authorities to
play a lead role in RES Heat development, by
addressing their real drivers (local economic
activity). Find ways to identify and realize,
new local value chains related to traditional RES
heat development, e.g within forestry, tourism
etc.
2ELVA Purpose and Target group
- Purposes
- Identify the real drivers for RES Heat at local
level - Initiate processes in municipalities, counties
etc in order to map potential for new value
chains, and encourage them to take a lead role in
RES heat development - Assess local regulations and legislation to
identify and get around hidden barriers to RES
Heat - Give market actors like e.g. forest owners a
taste of new business opportunities

3ELVA Main activities
- The ELVA project has studied relevant
documentation, as well as interviewing some 75
local actors to identify the main drivers,
success criteria and the main barriers for RES
heat development at local level. - The above revealed inadequate, local legislation
that may be a main barrier for RES heat market
development. This topic is currently being
studied in more detail. - The ELVA project has developed a management model
to facilitate the mapping and establishment of
effective local value chains. The model has been
verified by an acknowledged quality management
institution (EFQM) and a business school (BI). - Through 5 case studies, we are addressing local
authorities and businesses to make them aware of
the opportunities created by PPPs and development
of local value chains for RES heat. - The ELVA project has educated 50 policy makers
and energy advisors from 17 countries during 1
week in Güssing (Austria) in a way that enables
them to assess and develop projects in their
communities.
4ELVA Main results and findings
- Legislation at national and local level is not
necessarily in line, and sometimes even
counterproductive. Need for European
intervention?! - Models are often theoretical and difficult to
sell. Easy to end up with the model being the
objective!! However, the elements are still
important and highly relevant. ELVA Model is best
implemented as part of a comprehensive energy
planning process - Best practice examples have good impact and
create enthusiasm and momentum. Seeing -
Believing - ELVA Train-the-trainers event in Güssing,
Austria mid November. 50 participants from 17
countries - Case studies have triggered local planning drive,
and new value chains are actually being
established (e.g. Trysil, Norway)
