• PD is a political Agreement as written by govs.
• In Mongolia, there is M21 and other programs, the
  Gov. may not want or may not be able to involve
  as many CSOs and private sectors into the
  process. CSOs should keep on pushing.

• PD is a compromised document of conditionality.
• There is the list of proposals by CSOs on aid
  effectiveness at the same time.
• When the agenda of aid effectiveness/ PD is
  implemented, theres not need of conditionality.
• Monitoring mechanism need be looked at and
  improved.

• The problem is CSOs now look at PD as the first
  step and raised a lot of questions
• Aid effectiveness process put forward the reform
  of democracy/ improvement of governance
• On the question of conditionality its a
  matter of ownership its the question how each
  Gov. respect the needs and rights of its people
  then make it a political will.
• Aid effectiveness is not a short deal but it is
  how CSOs deal with the process.
• PD is to make the Gov. to open the mechanism of
  participation/ implement and do more then what
  they have signed in PD.
• The other agenda is to develop further an
  agreement that go beyond the PD

  of accountability

  be on the people. Finally, Aids to be eliminated
  as it helps little.
