3- The Pre-Tax Commuter Benefit Program is an IRS
authorized program that allows you to set aside
money for certain Transit/Van Pooling and Parking
Expenses - Every dollar you set aside is deducted before
State Federal income taxes and FICA (Social
Security and Medicare) taxes are taken from your
check - Savings can be anywhere from 25-40 depending
upon your tax bracket
4- State and Federal tax laws allow employees of the
State of Delaware to save taxes on expenses such
as - Parking at work
- Mass transit expenses incurred to get to work
- Vanpooling expenses incurred to get to work
5 Who can enroll in the Pre-Tax Commuter Benefit
Program?
6- All State of Delaware permanent part-time and
full-time employees are eligible to participate
7What does taking advantage of the Commuter
Benefits program do for you?
8- Participants in the Commuter Benefit Program
benefit by setting up a pre-tax payroll deduction
for expenses that are already being incurred - Qualified expenses are exempt from Federal
State income and FICA (Social Security and
Medicare) taxes - These expenses are TAX-FREE!
- Your tax savings will vary, depending on your
deduction amount and your tax bracket - Most employees will save approximately 13.50 on
every 50 they pay for qualified expenses
(approximately 27) - You can enroll in more than one program
- For example, if you pay to park to take DART, you
can sign up for Pre-Tax Parking Mass Transit

10Limits on monthly pre-tax deductions and expenses
- Parking is limited to 230/month for 2009
- Transit passes van pooling (whether separately
or combined) is limited to 230/month in 2009 - Any monthly costs above these limits cannot be
exempt from taxes and cannot be carried over to
future months
11 12Pre-Tax Parking Reimbursements Accounts
- You can set aside up to 230/month pre-tax for
parking expenses - Parking expenses incurred at or near your State
work location or at or near a location from which
you commute to work by car pool, commuter highway
vehicle or mass transit are qualified - Out-of-pocket parking fees for parking meters,
garages and parking lots qualify - Parking at or near your home is not an eligible
expense
13- Pre-Tax Parking (contd)
- If you are a monthly parker at Wilmington Parking
Authority or Colonial Parking Garage - Sign up for ASIFlex to pay the garage directly
(optional) - Each month you are in the Pre-Tax Parking
program, your card will be automatically
re-loaded for the next month - If you dont sign up for ASIFlex to reimburse the
garage, you will need to submit claims to access
your pre-tax money - Non-monthly parkers OR parking at other
facilities - You will need to submit a claim to ASIFlex for
reimbursement - You can submit as frequently or as infrequently
as you would like. - Claims processed and payments disbursed within
one business day of receipt
14Van Pooling and/or Mass Transit
- You can set aside up to 230/month in pre-tax
money for Van Pooling and/or Mass Transit
expenses - Expenses can be for services such as DART or
taking part in the state-sponsored Fleet Link (or
other Van Pools)
15- Van Pooling
- Van Pooling in a commuter highway vehicle with a
seating capacity of at least 7 adults, including
the driver - At least 80 percent of the vehicle mileage must
be for transporting employees between their homes
and workplace with employees occupying at least
one-half of the vehicles seats (not including
the drivers seat)
16- Fleet Link Van Pooling
- Enrollment in the Pre-Tax Van Pool program is
automatic for Fleet Link Van Pool participants - You authorize this pre-tax deduction when you
sign the contract with Fleet Link - Do not enroll through ASIFlexs website
- ASIFlex will issue payments to the State of
Delaware for your portion of the Van Pool
expenses
17Mass Transit
- Transit passes, tokens, fare cards, vouchers, or
similar items entitling you to ride a mass
transit vehicle to or from work - The mass transit vehicle may be publicly or
privately operated and includes bus, rail, or
ferry - Participants in this category (not including the
Fleet Link participants) will receive a transit
pass in the mail from ASIFlex that can be used to
pay for your regular commute to and from work - Entire monthly deduction taken from the first
paycheck each month
18How does the Pre-Tax Commuter Benefit Program
work?
19- You authorize the State to deduct a pre-tax
amount for parking or van-pooling/transit from
each paycheck, up to the IRS limits stated
previously - This is done by enrolling in the program through
ASIFlexs website or signing up for the Fleet
Link Van Pool program - The pre-tax money you set aside is accessed
several ways - Fleet Link Van Pool -- Paid directly to Fleet
Link - Other van pools -- Submit a claim and receive
reimbursement - DART/SEPTA Riders -- Receive a transit pass in
the mail - Other mass transit services -- Submit a claim
and receive reimbursement - Monthly Parkers at Colonial/WPA -- Can sign up
for ASIFlex to reimburse the garage or - You can submit claims for reimbursement
- Other Parkers -- Submit a claim and receive
reimbursement
20How do you enroll?
21- You can enroll at any time through ASIs website

- You can enroll, change or terminate your pre-tax
deduction at any time. - All changes are effective on paychecks issued the
first of the month following the change in
deduction amount or with your initial enrollment - You must make a change and/or enroll by the 15th
of a month for the change of deduction to be
effective the first of the following month - Deductions are taken from the first two paychecks
of the month enrollment or change begins the
month after deductions are taken - For example, if you enroll by June 15th, the
deductions will begin with your first paycheck in
July your coverage will begin August 1.

33How do I access my money?
34- If you are a Fleet Link rider you do not have to
submit a claim - All payments are disbursed to Fleet Link by
ASIFlex automatically - If you are a monthly parker in Wilmington Parking
Authority or Colonial Parking Garages you can
sign up to have ASIFlex reimburse the garage
directly - This is optional you do not have to sign up for
this - If you dont sign up for ASIFlex to reimburse
your garage, or park at another garage/lot or
enroll in the mass transit category you must
submit a claim to ASIFlex - Claims are processed within one business day of
receipt - You can claim either the payment date or the
period of coverage as the service period - Payments are released the day the claim is
processed, up to the amount you currently have
available - Sign up for direct deposit to have quicker access
to your funds. - Payments will be made by check, mailed to your
home address, for those not signing up for direct
deposit.

different garage. Where do I get a claim form?

signed reimbursement claim form to ASIFlex - Service dates are either date paid or period of
coverage - For example, if you purchase a transit pass on
May 26th, to be used June 1st-15th, you can
submit a claim for - Service period of May 26th or
- Service period of June 1st-15th
- Period must have begun before reimbursement can
be made - You may include both parking and transit expenses
on the same reimbursement claim form if you are
enrolled in both programs
