2Original Objective of the Project
To develop processes and mechanisms so that
disadvantaged local (especially workless) people
are prepared for and have access to jobs arising
from regeneration and other major construction
projects
- The purpose of the project was to
- determine the barriers,
- develop solutions
- carry out pilots to prove effect and viability
of proposals - The product which has now been developed to

6Benefits to the Area
- Using a broad measure of 1 disadvantaged person
per 1m of construction could provide 7,000
people with work opportunities. - If just half of the projects can be captured then
3,500 people over 5 years results in - 700 people per year moved from worklessness into
employment - incremental earnings being spent in the area
- a positive effect on the wards of deprivation
7What does it take to create a CEI
- The political will (particularly in local
authorities in the sub-region) to leverage spend
on construction in order to move disadvantaged
people into sustainable jobs in the industry - The ability of diverse partners to work together
and link supply-side interventions with demand - A significant amount of activity already exists
in many areas but it is often fragmented the
CEI is concerned with better co-ordinating that
activity

9Creating a CEI
- Decide the area/ region/ LAs to be covered
- Form a controlling Board - preferably led by a
prominent person with a knowledge of the industry - Create a project team with representatives from
all operations involved - Appoint a full time leader for the team and work
out what other full time staff will be needed - Set about developing the processes of
- Planning
- Procurement
- Client sourcing
- Monitoring..workforce development can come later
10How the WVUK can help
- For selected pathfinders the WVUK will
- Provide the services of our consultants to assist
in setting up the project - Contribute to the start up costs of the initial
Skills Forecaster - Contribute to the start up of the Procurement
phase, - one or two introductory events using specialists
to provide guidance on the contractual
alternatives and issues - Contribute toward the set up costs of the clients
and contracts monitoring system, the Skills
Register.
11Summary
- The CEI is a complete, tested and demand led
process which brings joined up thinking to
recruitment for the Construction industry and
potentially other sectors - The CEI offers a viable way of moving
disadvantaged people into work in Construction by
adding value to current interventions - It can provide a win-win-win by
- meeting industry needs
- addressing social exclusion and
- generating exchequer savings.
