Safety Policy concerning developments

• Safety level shall be improved beside capacity
  expansions.
• The best available techniques shall be applied.
• Safety risks shall be analysed and minimized
  within the limit of rationality, in each phase of
  establishment.
• Have any major accidents occurred in similar
  technologies in the world? If yes, what was the
  reason for that? (we should draw a lesson from
  others faults)

• Supervision of detailed designs
• Qualification and approval tests of buildings,

• Drawing up manuals for operation, maintenance and
  control activities
