Outline
- The Green ICT Setting
- Gershon Review and ICT Reform Agenda
- Green ICT Quick Wins (Quick Wins)
- Green ICT Procurement Kit (Green Kit)
3The Green ICT Setting
- Government expenditure
- Large organisations can spend up to 10 of their
ICT budget on energy costs (ANAO) - Government usage
- In 2006/07, agencies total energy consumption
(excluding Defence Operations) was about 9
million gigajoules contributing over 95 of
greenhouse gas emissions from agencies (DEWHA)
4The Green ICT Setting
- Energy
- IT can represent 40 of an organisation's energy
bill (ANAO) - Power management
- As at March 2009, 48 of agencies shut down their
desktop workstations overnight (ANAO)
5Gershon Review
- Review of the Australian Government's Use of
Information and Communication Technology - Required the development of initiatives to better
align the Governments - overall sustainability agenda
- its ability to understand its energy costs and
- the footprint of its ICT estate
6Government ICT Reform Agenda
- Develop Green ICT Procurement Kit
- Green ICT quick wins
- Develop a whole-of-government ICT sustainability
plan - Agencies to develop an ICT energy efficiency plan
7What are Green ICT Quick Wins?
- Measures that are relatively easy to implement
that can quickly reduce the power used by an
agencys infrastructure - Financial efficiencies realised by implementing
automatic desktop workstation shutdown include - 5 million per annum at Defence
- 237,000 per annum at Medicare Australia
- 50,000 per annum at Australian Bureau of
Statistics
8How were the Green ICT Quick Wins selected?
- The list was created in consultation with
- over 20 Government agencies and
- AIIA
- Endorsed by our CIO Committee on 7 April 2009
9What are the Quick Wins?
- High priority options
- Black screens, or static screen savers instead of
active screensavers. - Automatic shutdown of desktop and laptop fleet
after hours. - Encourage agencies to implement initiatives to
enable the measurement of power usage of ICT as a
component of total power usage.
10What are the Quick Wins?
- Medium priority options (in line with agency ICT
refresh cycles) - Consider replacing personal computers with more
energy efficient alternatives - Replace inefficient monitors with more
energy-efficient models at the end of their life
cycle - Consider replacing telephones with technologies
that optimise energy efficiency and minimise
duplication of handsets
11What are the Quick Wins?
- Medium priority options (in line with agency ICT
refresh cycles) continued - Encourage tools and practices to reduce printed
pages per employee per month. - Include green ICT requirements in all agencies
ICT RFT documentation - Require respondents to detail energy usage
information for their proposed solution. - Require that respondents indicate whether they
are a signatory to the National Packaging
Covenant.
12What are the Quick Wins?
- Longer term priorities
- Identify case study examples thin clients and
virtualisation. - Identify energy efficiency standards.
- Introduce a carbon calculator for meeting
scheduling.
13Green ICT Procurement Kit
- Why develop a Green Kit?
- Finance, in conjunction with DEWHA, will develop
a Green ICT Procurement Kit to support agencies
regarding environmental issues in relation to
acquisition of ICT products and services - this will consider raw material acquisition,
manufacture, distribution, use and disposal
14What will the Green Kit include?
- Green ICT requirements for inclusion in all
agency ICT RFT documentation - Green ICT clauses for inclusion in all agency ICT
contracts - Guidance on the application of available
standards to be adopted as mandatory for relevant
ICT acquisitions
15What is the Green Kit seeking to achieve?
- More sustainable ICT
- Increased energy efficiency levels
- Increased compliance with environmental standards
16Who will we consult with in the development of
the Green Kit?
- We intend to consult with
- Industry through AIIA and ACS
- Agencies through a working group
- Relevant stakeholders and governance committees
