EPA National Clean Diesel Campaign
  • Funding is appropriated annually, no news on
    where it will be in 2008
  • Funding is limited as it is spread around U.S.
    via EPA Collaboratives
  • Money is split between Clean School Bus USA and
    NCDC
  • RFPs have been consistent in terms of language
  • While it is highly competitive, leveraging with
    other funding could help facilitate a multi-year
    program
  • Typically, 5 cost share minimum

CMAQ Funding
  • Jointly administered by the FHWA and the Federal
    Transit Administration (FTA)
  • 8.6 billion dollars in funds to State DOTs,
    MPOs, and transit agencies (2004-2009)

  • Emissions reductions from mobile sources can be
    used to offset growth related issues

CMAQ Requirements
  • CMAQ usually funds 80 of the project
  • Defines retrofit projects as applicable to both
    on-road motor vehicles and non-road construction
    equipment
  • Construction equipment must be used in Title 23
    projects based in nonattainment or maintenance
    areas for either PM or ozone

  • Provide ample notice, keep grants open 60 days or
    more
  • Define selection criteria clearly
  • Establish a uniform cost-effectiveness metric

  • Problem was clear, 10 school aged children had
    asthma
  • Utilized SEP to fund demonstration of DPFs on
    buses, initial size 60 buses
  • Small buses, stop and go, very challenging
    application
  • Following demonstration, required technology of
    choice to get verified
  • Boston Public Schools championed the project
  • EPA region 1 helped facilitate
  • Retrofit remainder of fleet, over 200 more buses

  • Work with vendors/suppliers early on to evaluate
    fleets
  • Vehicle make and model, engine make and model,
    year built, horsepower, etc.
  • Example Many who are looking to retrofit their
    school buses currently are following typical
    logic, focus on the newest buses first. However,
    EPA/CARB verified technologies are very limited
    on most 2004-2006 engines.
  • Be mindful of what is cost shared
  • Cost sharing labor for installation requires
    close scrutiny
  • One size does not fit all
  • Shops are typically full up with things to do

  • Diesel retrofit is a small community, ask for
    references
  • Red Tape
  • As the project planner keep things on track
  • Make sure payment details are clear
  • Help those not in government to understand the

  • Vendors/Suppliers have seen many different
    projects
