more concerns are for adaptation than mitigation.

- 1. Policy makers and stakeholders are chosen as
priority target groups. - 2. Understanding of CDM benefits not only in
CERs purchase, but in technology transfer and
sustainable development. - 3. Good project management and coordination, like

9Task 1 Public information for raising public
awareness
- Objectives
- To provide the general public with CDM
information and knowledge, improve the general
public awareness and to encourage their active
involvement. - Main activities
- 1.1.Organize 09 national forums and seminars in
04 big cities and 05 provinces. - 1.2.Produce information materials, especially TV
program - ( TV is 70 of information power)

- 1.3.Establish and maintain a CDM website for
dissemination of information on CDM activities to
the general public. - Main Output
- The number of people familiar with CDM issues.
Improvement of public awareness. Active public

11Task 2 Capacity development on CDM for policy
makers
- Objectives
- - To improve policy maker capacity in
formulating a legal framework - - To provide policy makers with
adequate knowledge for project assessment - Main activities
- 2.1.Develop CDM training materials appropriate
for policy makers. - 2.2.Conduct consultative 03 national and 03 local
training workshops - 2.3. Draw up an initial set of operational
guidelines for proposed CDM projects. - 2.4. Work with international experts for
developing guidelines on the country, sectoral
and project baseline parameters . Workshop on

- - Understanding of policy makers and their
capabilities to formulate the legal framework - - Establishment of working groups with policy
makers involved to draft the legal framework and

for CDM national authority.
- Objective
- To support the establishment of CNA and its
function to manage CDM activities and
international co-operation. - Main Activities
- 3.1.Set up CNA with its functions and
responsibilities. - 3.2. Develop specific rule, regulation and
technical guidelines to be applied for main
activities in CDM project cycle. - 3.3.Conduct national workshop to introduce and
discuss the guidelines with main stakeholders and
CDM project partners

- 3.4. Develop capacity and manpower within the CNA

- -To provide stakeholders with knowledge and
skill that enable them to identify possible CDM
projects and develop project idea, project
documents. - -Step by step increase stakeholder negotiation
skill on CDM. - Main Activities
- 4.1.Survey stakeholders understanding specifics
depending on their sectors - 4.2.Organize three workshops for chief
stakeholders, on in Hanoi, one in Ho Chi Minh,
one in Danang.

- 4.3.Three one-week training courses in Hanoi, Ho
Chi Minh, Danang - 4.4 Promote 10 training workshops in 10 chosen
provinces. - Main Outputs
- - Survey result of relevant stakeholder
understanding - -Improving understanding of stakeholders in
different sectors in big cities and in provinces - - Enhancing CDM project development skill
(project design, documentation, negotiation...)
for technical staff.

education
- Objectives
- To improve knowledge of relevant researchers
and educators of institutes and universities and
to encourage their participation in the CDM by
introducing the CDM subjects into their research
and education programs - Main Activities
- 5.1 Establish a professional pipeline relating
the researchers and educators of institutes,
universities and concerned ministries able to
participate in capacity building on CDM research
and education.

- 5.2 Propose and compile textbooks , primer books
and guidebooks on CDM for different education
level in universities and institutes, schools - 5.3 Prepare data in clean coal technology and
in electricity sector for research. - Main Outputs

capacity building on CDM research and education - - Pilot research on policies to apply CDM in
electricity sector

projects
- Objective
- To create a pipeline of CDM eligible projects
that are accepted by CNA and that are attractive
for potential foreign investors - Main Activities
- 6.1. Identify potential CDM projects of Energy
and LULUCF sectors. - 6.2. Improve previous studies on criteria of
selecting a CDM project in Viet Nam.

- 6.3 Identify the issues required to encourage
investments in CDM projects. - 6.4 Prepare a set of favourable and financially
sound projects that are attractive for investors. - Main Output
- - A pipeline of CDM eligible projects which
include an analysis of GHG emission reduction,
abatement cost and technology transfer
