- Member State approval of certain parts or
equipment before - Sale

Directive 70/156, new article 29A
5Which Parts?
- Those parts or equipment which
- Affect correct functioning of systems that are
essential for the safety of the vehicle or its
environmental performance - Only those parts listed in Annex
6Exceptions
- This procedure will not apply to
- Original parts equipment
- Parts or equipment already type-approved with
respect to safety or environmental aspects
7What procedure? (I)
- Annex list
- To be determined by comitology
- Authorisation ? type approval
- Appropriate tests, certificates, marking, etc to
be determined for each listed part (also by
comitology)
8What procedure? (II)
- Part manufacturer to submit test report by
designated technical service, certifying that - No effect on correct functioning of essential
safety systems, or - No negative effect on environmental performance
9What procedure? Details (III)
- Only 1 application/type/part with only 1 approval
authority - Satisfactory Conformity of Production procedures
must exist - Manufacturer must advise of any change in
conditions
10Safeguards
- Approval authority may withdraw authorisation if
conditions no longer fulfilled - Disagreements, if any, between MMSS, to be
brought to Commission - Possible withdrawal of authorisation, if
appropriate, after consultation
11Timing
- This article (29A) only applicable after Annex
listing relevant parts equipment has been
established - Reasonable transition periods to be fixed for
each part in Annex - Member State provisions (if any) may be
maintained until decision taken on introducing
part to Annex
