In September 1995, The EECONET Action Fund (EAF)
was established as a joint venture of the
Eurosite, EUCC - The Coastal Union and Euronatur.
In December, 1999, it was formally registered as
a Foundation. It has a Board and secretariat only.

The Aim
The goal of the EAF is to fund third parties
(semi-state governmental organisations e.g.
National Parks, and non-governmental
organisations) to buy or lease important natural
sites, or purchase concessions, as a means of
securing biodiversity and landscape protection
in order to contribute to the Pan European
Ecological Network.

  • The projects which are supported are those which
  • are site based,
  • prevent irreparable loss of natural values in
    the sites,
  • are sustainable,
  • protect the areas in the medium and long term,
  • preferably, affect an area larger than the area
    under immediate consideration,
  • have demonstration potential.
  • the area is part of a larger, protected area
  • land purchase prices are preferably less than
    500/ha

  • The actions to be undertaken must
  • acquire natural sites greater than 100 ha
  • (preferably around 500 ha) by purchase or
    long-term lease (i.e. at least 30 years)
  • in exceptional circumstances, additional to the
  • purchase a small
  • part of the budget
  • could be used for
  • immediate and
  • urgent measures
  • for the protection,
  • restoration and
  • management of
  • natural sites.

Land purchased with the support of the EAF must
become inalienable and receive maximal
protection, including the implementation of a
management plan, executed in co-operation with
the local organisation and one of the EAF
Partners.
Since 2005 the fund is no longer able to support
projects where land purchase/lease is not
possible. It cannot support management-only
projects. Budget for 2007 ca. Euro 600,00

Priority habitats and sites Actions are limited
to the most vital and threatened habitats of the
European Ecological Network. Wetland, coastal and
species rich grassland habitats are given the
highest priority. Other habitats, which are key
corridors or stepping stones in the Network, are
also considered.

Eligible countries Albania, Armenia,
Azerbaijan, Bosnia, Bulgaria, Byelorussia,
Croatia, Cyprus, Czech Republic, Estonia, FYR
Macedonia, Georgia, Hungary, Latvia, Lithuania,
Moldova, Montenegro, Poland, Romania, Russia,
Serbia, Slovak Republic, Slovenia, Turkey, and
Ukraine.

The proposed action should, normally, be
completed within one year after which a full
report is required.

To date, 158,870 hectares of land have been
protected in 15 countries through 83 projects.

Project case 1. A New Nature Park Opened in the
Oder Delta in Poland One of the most significant
of all EAFs funded work is the realization of
the Oder Delta Nature Park, which official
opening took place on the 7th of October 2005.
EAF started its programme of action ten years
ago, in 1995. This support has enabled the
acquisition of ca 800 ha of valuable coastal
meadows, The implementation of a series of
conservation activities and the attraction of new
investments and partners.

Project case 2. Species Rich Grasslands Slovensky
Raj, Slovakia.
Carpathian species rich mountain meadows and the
calcareous rich fens.
Over two thousand butterfly species live in the
region which has grassland areas supporting 75
species of vascular plants/m2 and 106 species
/25m2.

Project case 3. Saving the Russian Desman, Iput
river, Bryansk.
A very ancient aquatic, nocturnal shrew-mole
rare, population of gt 45,000 individuals. Helping
this species will also help those other European
rarities that live here like the wolf, bear,
beaver, lynx, wild
boar, elk and the least weasel. Inevitably, in a
wetland this important there are many bird
species which breed here including the
red-breasted goose, sea-eagle and the shy black
stork.

  • Making an application
  • Deadlines for proposals are the 1st March and
    1st August
  • Applicants are advised to firstly send a brief
    description of the proposed project 2 to 3
    pages.
  • A letter of support from a regional or national
    government is needed.
  • Five copies of the application form must be
    submitted together with
  • a general map
  • showing the location
  • of the project area, a
  • detailed map of the
  • project area, and
  • photographs or slides
  • a copy of the annual
  • report of the
  • applicant organisation
