12FEEDBACK General Opinion attitude of most
employees to HSE is good if not excellent, many
people were enthusiastic about the attention they
were receiving and the fact that they were given
sufficient airtime to talk to top
management However We are not getting through to
everyone During the talkback sessions most
employees feel they have the competency to carry
out their daily work, but 75 admit to doing
unsafe tasks on a daily basis TRAINING and
improvement in COMPETENCE is one of the key areas
we all have to work on
13- Audiences were asked 6 questions3 related to-
are you competent to do your work?- do you have
the correct resources to carry out your work?
- do you believe safety is your responsibility?
Most people answered positively - 3 questions related to - are unsafe acts part
of your daily work? - do you take risks? -
when you take risks do you feel it will never
happen to you? - Most people indicated they were still risk takers
and have a bullet proof attitude - Hearts and minds
- Confidence to STOP Work
14- Specific Issues
- People at the sharp end dont always get the
safety messages we cascade down, many people
claim they can translate (verbal and written) but
through poor translation this often only serves
to confuse - We need to change the way we work in summer,
incentives times are the same in the height of
summer and winter - Rig teams would like a review of medical
facilities in the Harweel area and run a Helivac - Environmental Concern expressed how we remove
oil from the waste pits - How do we handle large bags of salt that burst
there was a feeling supervision would request the
workforce to take short cuts in handling damaged
bags - Serious concern expressed about third parties
turning up on site without H2s training and in
flip flops, no hard hat, no safety glasses
15- Specific Issues
- There were requests for GSM coverage in the South
reason given is people cannot work safely if
they are not contactable by their family - Request for Bigger cranes to make operations
safer 80 Tonnes versus 27 or 50 used presently - Can we have cherry pickers on all rigs to aid rig
up rig down and some awkward operations - Two weeks on two weeks off coming up again
- Terms and conditions some people getting paid
less than other in same job. - Service personnel do not feel part of the team
they feel left out all the time - Same issues coming up time and time again with no
resolution was a general feeling communication
in this area needs big improvement - Would contractors consider putting people through
basic English courses supply free computer
courses for example?
16- Specific Issues
- The participants in general do not believe PDO
meant business when it comes to QHSE. QHSE is put
aside when the word "Urgent" is used - There is a general agreement that attitude
towards self ( colleagues) safety is a key for
improving HSE performance - STOP cards raised (and other HSE suggestions)
unclear how much attention they get and
specifically any follow up? - Staff concerned about cost-cutting initiatives
which reflect directly on their basic needs, e.g.
provision of telephone lines to call families.
The issue of phone usage by the crew is a big
issue among the local crews on some rigs - There is a desperate need for a clinic, an
ambulance and a prayer mosque in Saih Rawl, to
reduce HSE exposures when driving to QA to get to
the clinic or to reach an ambulance in emergency
cases, as well as driving to QA for Jumaah
prayers - One 3rd party Inspection company instructor
commented that PDO do not apply equal rules to
their various contractors
17- Driving
- Night driving policy, is it really implemented?
Roads are busy at night, any checks carried out? - Also we need to clarify night driving rules for
well services operations, now it seems that PDO
is not enforcing Night driving policy (15 km
maximum distance for ESP ops) in their operations - 80 km/h speed limit, should it be reviewed (
lowered in some areas)? - Need to extend the rollover bar to the front of
vehicles - To avoid rollovers of un-empty tankers, why not
enforce compartmentalization of tankers? - Concerned about road conditions, by both
logistics and WE - Concerns by logistics drivers on the supply of
water and ice
18- Conclusion
- A clear message was given by both MD and UWD, A
better way of working is needed, one that
continually raises HSE standards, recognition of
where we are now and where we want to be is a
first step - This is not restricted to Well Engineering,
logistics have areas where standards need to be
raised and a similar approach to WE is now being
implemented
