  • Single coordination point in the region regarding
    eGovernance, eCommerce and the overall
    development of modern pu blic administration in
    South East Europe (Director Mr. Blaz Golob)

  • Build open information society, increasing
    transparency and minimize the digital divide
    between EU member states and SEE countries
  • Train and advise leaders and regional governments
    in the use of information and communication
    technologies to improve democratic and economic
    processes in SEE
  • Promote e-solutions in the areas of
    e-procurement, e-customs, e-commerce, e-justice
    and e-education
  • Generate political and inter-governmental support
    for the accompanying reforms and changes in the
    way governments in the region do their business

    coordination with other regional initiatives

  • BAC-led ICT Forum
  • Kick-off the BAC-led ICT Forum in late September
    2006 in Budva, Montenegro on the margins of the
    annual Montenegrin INFOFEST (ICT trade fair)
    and the eSEE/bSEE working group meeting
  • 2nd ICT Forum was held in Belgrade, April 2007
  • 3rd ICT Forum, in Ljubljana, May 14, 2008
  • Include a private sector element in the eSEE/bSEE
    Ministerial meeting, represented and chaired by
    the BAC-led ICT Forum

  • The ICT Forum aims to forge a closer alliance
    between the Governments of the SEE region and the
    private sector community that will have capacity
    to improve the ICT related business environment
    and provide valuable input to the eSEE and bSEE
    initiatives.

SEE ICT Forum Objectives
  • Propose specific PPP models for successful
    project implementation to be used be eSEE/bSEE WG
    representatives on a regional or national level
  • Promote country specific dialogues on IS/ICT
    issues (bringing together government agencies
    with local participants in the BAC-led ICT forum)
  • Stimulate periodic exchanges with eSEE/bSEE WG to
    promote joint activities
  • Provide Private Sector Input to the 5 years
    strategic program and One year operation plan
    (OYOP) of the CeGD
  • Publish periodic summary reports on
    competitiveness of the ICT sector in SEE
    countries (with EITO support?)

  • Publishing periodical summary reports on
    competitiveness in the ICT sector in the SEE
    countries, coordinated in consultation with
    eSEE/bSEE representatives and taking into
    consideration already available relative reports
    (SEE Observatory, INA SEE ICT Monitoring Re view,
    NRA reports, SEE ICT Labour Benchmark Reports,
    etc.).
  • Provide access to public data to the private
    sector that are developing ICT content and
    services (e.g. roads, maps, directions, weather
    info for applications used when crossing
    borders).
  • Identifying obstacles to market development and
    open questions related to regulatory reforms.
  • Establish national contact points gt SEE ICT
    Forum Board Members gt Private Sector Advisory
    Committee of the CeGD

  • Present the private sector views and experience
    on PPPs in SE Europe to Government
    representatives in the eSEE/bSEE Ministerial
    meetings
  • Foster the establishment of a PPP Competence
    Center s in each SEE country providing public
    sector training and consulting on management and
    implementation of PPP Projects.
