About the SABC

  • Development of Concepts and Budgets.

  • Broadcast Engineering Consultancy, Design,
    Specification and Procurement.
  • Building Engineering Consultancy, Design,

Minimum Requirements
  • The primary partner must have direct and relevant
    experience in the digital broadcasting
    environment. Experience in the broader IT
    environment does not necessarily qualify vendors
    for participation in this opportunity.
  • The partner must directly employ or have direct
    access to suitably qualified and actively
    practising broadcast engineers and technologists.
  • The primary partner must have relevant experience
    in the development and implementation of
    infrastructures and solutions in the digital
    broadcasting environment.

Opportunity Overview
  • An opportunity exists for a vendor to partner
    with the SABC and participate in the process of
    the refinement and implementation of its
    Broadcast Technology Plan.
  • Envisaged services provided by the selected
    Vendor may include but are not limited to
  • Assessment of all aspects of the existing
    Broadcast Technology Strategy.
  • Prioritisation of all remaining projects as
    defined within the strategy.
  • Development of solid skills transfer plan for
    SABC Engineering and Broadcast Technology staff
    within the Engineering Services Division.
  • Execution of remaining projects through primary
    and supplementary supply of project managers,
    broadcast design engineers, system architects and
    other identified skills sets.

Opportunity Overview
  • Envisaged services provided by the selected
    Vendor may include but are not limited to
  • Analysis and refinement of the existing CAPEX
    model using best practise for technology
    deployment for broadcasters (with adherence to
    all local compliance requirements).
  • Establishment of effective programme governance
    and co-ordination with SABC change management
    programmes.
  • Maintenance of the Technology Strategy and long
    term project plan.
  • Establishment of broadcast engineering and
    technology project office infrastructure,
    methodologies and systems.

Tender Formalities
  • Tender Number - SGE/05/06.
  • Ensure that you have downloaded all the documents
    from the website.
  • Two hard copies and one full electronic copy of
    all required documents, on CD, must be submitted.
  • Proposals must be clearly marked SGE/05/06 and
    must be deposited into the tender box at the
    reception area in Radiopark Office Block before
    1200 noon on 6 February 2006.
  • Cost R1000 CHEQUE on submission separate
    envelope inside tender bundle (opened in front of
    Legal Department).

Tender Formalities
  • Tenders to be lodged at Radio Park Reception (no
    company names on the outside)
  • Closing date 6 February 2006 at 12 noon sharp.
  • All correspondence to be directed to Ronald
    Jonnes at jonnesr_at_sabc.co.za by email only (using
    the relevant appendix) Telephonic requests will
    NOT be attended to.
  • Last response to request for clarifications will
    be on the 30th of January 2006 at 1000 AM.

Tender Formalities
  • The following need to be submitted
  • One original
  • One Copy
  • One electronic copy on CD
  • Please ensure that the documents are in the same
    order as in tender.
  • Please adhere to all tender requirements as
    stipulated within tender document.
  • Please submit all questions using the applicable
    appendix.

Risks and Costs
  • Participation in any stage of this RFP process or
    in relation to any matter concerning each service
    providers proposal will be at the service
    providers sole risk.
  • The SABC will not be responsible for any costs or
    expenses incurred by you in the preparation of
    your response or subsequent follow-up including
    but not limited to your time, costs or expenses
    related to attending meetings, workshops,
    conducting due diligence, negotiations, and
    documenting any agreement resulting from the RFP.
  • All costs will be solely borne by the
    respondents.
