"Prepare plans for and assist in the development,
conservation and improvement of the National
Capital Region in order that the nature and
character of the seat of the Government of Canada
may be in accordance with its national
significance." "Organise, sponsor or promote
such public activities and events in the National
Capital Region as will enrich the cultural and
social fabric of Canada . " NCA (1958 and 1988)
NCC owns 10 percent of all lands in the Capital
region. NCC is responsible for review, advice
and approval of all proposals for modification,
construction, additions, demolitions, public
activities or other works on federal
lands. Transportation is key component
considering planning mandate and strategic lands.

- Areas of NCC interest focus on administration of
National Capital Act (1958) including Capital
planning, federal land use review, funding of
transport data collection, forecasting, analysis,
studies. - Annual financial contribution by NCC since the
early 1980s and presently at 15,000 to help
cover administrative costs. - Annual contributions allow partners free access
to modeling results. - Financial and technical commitments by NCC
towards household mobility origin-destination
surveys, cordon surveys, interprovincial goods
transport surveys, model redevelopment and
enhancement, trends analysis, special
transportation studies. - EMME model also helpful for federal planning
initiatives including - Environmental Assessment for Future
Interprovincial Crossings in the NCR, - Interprovincial Rapid Transit Integration
Strategic Planning Study, - LeBreton Flats,
- Plan for Canada's Capital.
9Model as Planning and Policy Tool
Key NCC initiatives presently are the Greenbelt
Master Plan Review, Capital Urban Sector Master
Plan, and Plan for Canadas Capital update.
Data resulting from modelling represents a
treasure chest of information for planners and
policy makers. NCC and its partners are
influenced by modelling to consider policies
aimed at factors like congestion, emissions and
land use with policies like commute trip
reduction programs, HOV lanes, road pricing,
multimodal facilities and transit oriented
development all aimed at modifying
behaviour. Capturing behaviour by modelling
process is important to show real impacts of
transportation policy and to facilitate
consideration of future planning and policy
options.

- Improving the transportation model is a continual
process. - Data, data and more data.
- Predicting behaviour.
- Collaboration among partners is essential for
continued success in integrated approach to
transport planning and tracking distinct agendas
and interests demonstrates unique collaborative
planning. - Ongoing NCC financial contributions to TRANS
modelling activities consistent with federal
commitment to urban capacity building and
investment in the future of our Capital Region. - State-of-the-art model will continue to provide
useful input to future transport planning
activités in the NCR, including strategic
regional and interprovincial freight transport
planning, demand management and trip reduction
programmes, and sustainable transport strategies. - Demonstration of successful and unique
cooperative planning among municipal, provincial
and federal governments.
