3What is the stimulus
- ARRA The American Recovery and Reinvestment Act
of 2009 - HITECH The section of ARRA that deals with EHR
bonus payments - The HIT provisions of the Recovery Act are found
primarily in Title XIII, Division A, Health
Information Technology, and in Title IV of
Division B, Medicare and Medicaid Health
Information Technology. These titles together
are cited as the Health Information Technology
for Economic and Clinical Health Act or the
HITECH Act. - In general, physicians can qualify for up to
44,000 from Medicare or up to 65,000 from
Medicaid if they are using a certified EHR in a
meaningful way - The terms certified and meaningful way will
be defined by the Secretary of HHS by December
31, 2009 BY LAW!
4What does Certified mean under ARRA?
- Certified The certification process will
restart this fall with CCHIT and another
organization doing the certification. We expect
the criteria to be based on CCHIT 2008 with
additional requirements for enhanced
interoperability. We also expect the government
will make it relative easy for currently
certified products to achieve the new
certification. - SpringCharts and certification SpringCharts
is currently certified. Our certification has
recently been extended to July 29, 2010 so we can
re-certify SpringCharts under the new rules
before our current certification expires. We
will not be releasing an ARRA certified product
until the certification and meaningful use
definitions are complete. We expect this to be
early in 2010 so physicians can qualify for 2011
stimulus payments.
5What is Meaningful Use?
- Meaningful Use The HIT Policy Committee has
issued two recommendations for the definition of
meaningful use. The first was sent back to
committee and the second has been accepted but
now needs be translated into a regulation by HHS. - You can find the Meaningful Use Matrix in the
links area of our stimulus web page but we
recommend you not try to translate what has been
published as preliminary materials into the final
requirements. We expect the final regulations to
be greatly simplified. The first objective is to
increase EHR adoption, the second is to improve
care and the third is to reduce costs. - "The major parameters are actually written into
the bill. It has to be a certified EHR, it has to
include e-prescribing, it has to be able to
exchange information and it has to be able to

6The Medicare Payment Grid
for providers in a health professional shortage
area (HPSA), payment amounts will be increased
by 10 Penalties start in 2015 for providers who
have not yet adopted.
7Who can qualify for the bonus payments?
- Physicians Every physician, as defined below,
can qualify for the payments. It is not per
practice, it is per physician. Also the amount
of bonus payments is not tied to the cost of the
system. The only limitation is 75 of Medicare
reimbursements each year. So each physician can
claim up to 75 of Medicare reimbursements up to
the amount on the preceding Payment Grid. - Definition of Physician In ARRA only "eligible
professionals" can get reimbursements. ARRA then
states (C) ELIGIBLE PROFESSIONAL.The term
eligible professional means a physician, as
defined in section 1861(r). Section
1861(r) refers to a Section of the Social
Security Act, which defines the term physician
as a doctor of medicine or osteopathy, a doctor
of dental surgery or of dental medicine, a doctor
of podiatric medicine, a doctor of optometry, or
a chiropractor. The complete definition can be

Definitions for eligible professionals for
Medicaid are different.)
8Can any vendor guarantee the bonus payments?
- NO! Even if someone knows the criteria for
certification and meaningful use, the physician
has to use the EHR in a meaningful way to qualify
for the payments. The only thing a vendor can do
is make sure the product is certified, that it
has all of the elements that are needed for
proving meaningful use and provide guidance on
how a physician can qualify for the payments. - Spring Medical has committed in writing that
SpringCharts EHR will be certified The CEO
letter found on our Stimulus page has the
information about our commitment to standards and
our assurance that our product will meet the ARRA
requirements.
9Timeline for ARRA
- Certified and Meaningful Use Regarding timing
HHS states, "Over the next several months, CMS
will be working closely with the Office of the
National Coordinator and other parts of HHS to
develop the regulations that will govern the
initial year of the incentives programs,
including a definition of meaningful use for
2011. The proposed rule, with a 60-day period
for public comment, is targeted for publication
in late 2009." - SpringCharts Version 10 (ARRA Certified) We
expect to release Version 10 in the first quarter
of 2010. Any customer up to date on their
Maintenance Agreement or Updates Upgrades
Agreement payments will get the upgrade to V10 at
no charge. All other customers will have to pay
for the upgrade. - SpringCharts Data Analysis Reporting We are
working on a very robust data analysis and
reporting tool that will provide automated PQRI
reports as well as provide automated quality
reports for to qualify for meaningful use. This
feature will be an extra charge option with
associated annual fees. To qualify for
meaningful use a practice may have to purchase
SpringCharts Data Analysis and Reporting.

11Why should a practice buy SpringCharts today?
- Meaningful Use may require time in use to
qualify a practice There has been talk of a
time factor involved in proving meaningful use.
So a practice may need to be actively using their
EHR for as many as 6 months before they can
qualify. Regardless, practices should start
using a certified EHR today. - Our industry doesnt have the capacity to install
and train tens of thousands of practices If
doctors wait, there will be a huge backlog. The
backlog with most companies in the industry will
be as much as 6 to 9 months. If a doctor waits,
they may not be installed in time to qualify for
2011 payments. - A doctor can take advantage of our Stimulus

start getting payments from the stimulus No
payments for the first 90 days, 24 months of low
payments, 36 months of higher payments after the
