    Framework for Durable Solutions

    national CCCM strategy

    analysis tool, with mapping of camps and areas of
    return, covering humanitarian services and gaps
    (See map next slide)
  • Technical support for development of data
    collection and analysis tool for GBV programming
    (UNSC Res 1820).
  • Early Recovery strategic planning (needs
    assessments, strategic framework, local level ER
    plans for districts) linked to Peace Recovery and
    Development Plan (PRDP) - integration of
    cross-cutting issues

    ER staff
  • All three clusters supported Uganda inter-agency
    senior staff attending cluster-sector lead
    training

  • PCWG and HelpAge International support
    strengthened protection of older persons
  • CCCM cooperation with CARE International for camp
    closure pilot project in Lira district, used as

    level to provide best practice for similar IDP
    situations
  • Inter-agency review of GBV and CP Area of
    Responsibility under the Protection Cluster.
  • Strengthened and more inclusive ER coordination
    mechanisms

  • Pilots are things you learn from - Cluster
    approach activated in Uganda, while global
    clusters were still evolving.
  • Challenge and complexity of managing a
    two-pronged approach that involves both
    mainstreaming and stand alone interventions for
    all these three clusters which are cross-cutting
  • Defining agency-specific disengagement criteria
    versus cluster closure
  • Mainstreaming of humanitarian strategies and
    coordination structures into national structures
  • Government ownership and capacity to lead the
    transition
