Title: ADERASA Lima and San Jos

1
  • ADERASA Lima and San José
  • November 2004
  • Edward Glennie
  • Statistician

2
Aims of the presentations
  • To introduce IBNET, its evolution, current status
    and ideas for future
  • To explain the IBNET data indicators
  • To discuss future cooperation between ADERASA and
    IBNET

3
Introducing IBNET
  • International Benchmarking Network for Water and
    Sanitation Utilities
  • What is IBNET, and what does it provide?
  • The web-site
  • The database
  • How is IBNET being managed and developed?

4
Background to IBNET
  • There are several barriers to sharing
    international performance data
  • 1. The need for agreement on a standard set of
    indicators.
  • 2. Difficulty of setting standard data
    definitions
  • 3. Need for a mechanism for sharing results

5
World Bank Start Up Kit
  • Set-up to address these problems by providing a
standard set of Performance Indicators and a
    web-based method of comparing data.
  • Was available on the World Bank Website and
contained performance indicators for the water
    sector

6
The New IBNET Project
  • 2.5 year programme
  • Opportunity to create a global benchmarking
network for both developed and developing
    countries
  • For use by utilities, industry associations,
    regulators, government departments and
    International Financial Institutions

7
World Bank objectives for IBNET
  • to expand the coverage and effectiveness of the
    existing benchmarking network to include
  • a refined set of performance indicators (Toolkit)
  • more utilities from all continents
  • to build longer-term sustainability of the IBNET
    network and its finances
  • Market survey to obtain opinions

8
1 a) Performance indicators
  • Some anomalies were removed
  • As far as possible compatible with the IWA set of
    indicators
  • Indicators on the water users view were
    introduced
  • Two methods of calculating exchange rates and GNI

9
1 b) Encouraging more utilities
  • Web site
  • French, Spanish and in future other languages
  • Active contacts in Eastern Europe, Vietnam,
    Indonesia, Australia, Ethiopia other African
    countries, Latin America
  • Making contacts in Southern Europe Asia

10
Existing Potential Nodes
11
Existing nodes are from...
  • Latin America - ADERASA
  • Africa - Water Utilities Partnership
  • Eastern Europe - OECD
  • Asian cities - Asian Development Bank
  • Australia - WSAA
  • Others...

12
2. Building Sustainability (1)
  • Looking for industry associations, regulators and
    government bodies as partners
  • These agencies are able to compile data and
need to share that information with others so
that they can monitor water services in their
    country better

13
2. Building Sustainability (2)
  • Targeting International Financial Institutions
    (IFIs) as partners
  • IFIs through technical assistance work and loans,
can provide valuable support to utilities in
providing data on an on-going basis
  • IFIs can also support the institutions that
benefit from the compilation and sharing of
    performance data

B. IBNET data indicators
  • Why the changes to the Start Up Kit?
  • Details of the toolkit
  • Relationship between IBNET and each node

30
Comparison of ADERASA IBNET benchmarking
  • Almost all IBNET indicators can be calculated
    from ADERASA data
  • Except for the new IBNET qualitative indicators
  • ADERASA has more indicators

31
The new IBNET indicators
  • To show whether the poor have an appropriate
    water service (DfID)
  • Affordability two methods of using GNI and
    exchange rates
  • Qualitative indicators
  • Splitting water consumption, revenues operating
    costs
  • Normalising factors

32
Water service to the poor
  • Public water points (1.3)
  • Discontinuous supply (15.2)
  • Making new connections affordable (22)

33
Cost and price (tariff) comparisons
  • Why make comparisons?
  • Can people afford to pay?
  • Is the utility efficient?
  • Sub-dividing costs
  • Por m3, por cuenta.
  • Considered in local currency, but conversion to
    US allows international comparison
  • Atlas method
  • PPP method (Purchasing Power Parity)

34
Affordability
  • Water sewerage services
  • Connections
  • Considered in local currency, but conversion to
    US allows international comparison
  • GNI is a measure of income
  • Atlas method
  • PPP method (Purchasing Power Parity)

37
Qualitative indicators
  • Ask whether or how a utility does something
  • Planning (P)
  • Human resources (HR)
  • Sources of finance (F)
  • Customers (C)

Tasks of a node owner
  • Writes a short description for the web site.
  • Has own set of indicators, some of which (marked
clearly) are in the IBNET set,
  • Decides how much of the data is public,
  • Creates / updates the set of data annually,
  • Writes a short statement on the quality /
    reliability of the data

49
Tasks of the IBNET central manager
  • Checks that the indicator values are permissible
  • Puts the indicator values into the exact IBNET
    format for the database
  • Manages the web site, including the country data
    and the data base

50
Data reliability (QA)
  • How can we ensure that the data are reliable
    enough?
  • IBNET approach
  • For each data set there will be a short statement
    on data reliability
  • We are consulting on using an A to D grading
    system

51
Data grading system summary
  • A Audited data
  • B Reliable data
  • C Uncertain data
  • D Estimate, no data

52
Your views please!
  • How to ensure that data are reliable
  • Would a data grading system be useful?
  • If yes, are 4 grades the right number, and are
    the definitions OK?

53
Any questions?
