Introduction to Integrated Working
  • At the end of this module, attendees will
  • understand the background and rationale of Every
    Child Matters (ECM) and how Integrated Working
    (IW) fits in
  • understand the key benefits, processes and tools
    of IW
  • understand the guiding principles for front-line
    staff that underpin ECM and IW
  • know where to find further information.

Improved Outcomes
  • Children and young people have told us that five
    outcomes are key to well-being in childhood and
    later life

  • make a positive contribution and
  • achieve economic well-being.
  • Our ambition is to improve those outcomes for all
    children and to narrow the gap between those who
    do well and those who do not.

Every Child Matters
  • Every child matters (ECM) and Every child
    matters next steps recognised that achieving
    these improved outcomes required radical change
    in the whole system of childrens services.
  • Every child matters Change for Children
    (ECMCfC) sets out the national framework for
    local change programmes.
  • The Outcomes Framework (issued with ECMCfC)
    established priority national targets and other
    indicators for each of the five outcome
    categories and mapped these to PSA targets and
    local inspection criteria.
  • The Children Act 2004 provides the legislative
    foundation for this whole-system reform.

Duties placed by Children Act 2004
  • In addition to existing legislative duties (e.g.
    CA 1989)
  • Establishment of a Childrens Commissioner
  • A Director of Childrens Services accountable for
    local authority education and childrens social
    services, and a lead council member for children,
    to ensure clear accountability politically.
  • A duty to co-operate to improve the well-being of
    children, defined by reference to the five
    outcomes
  • A duty to put in place arrangements to safeguard
    and promote welfare of children
  • Set up of Local Safeguarding Children Boards and
    a duty for key partners to take part
  • An index containing basic details about children
    and young people to enable better sharing of
    information

Guiding principles for front-line staff
  • Recognise that promoting the well-being of
    children and young people and safeguarding them
    from harm is everyones business
  • Be proactive identify concerns as early as
    possible and initiate actions
  • If, at any stage, you are worried that a child or
    young person is suffering, or at risk of
    suffering, significant harm then you should
    follow the appropriate ACPC/LSCB procedures

Guiding principles (contd)
  • Be holistic think about the big picture - the
    overall needs of the child, young person or
    family
  • Consider all potential sources of support. What
    can be provided from within your own agency?
    What can other agencies offer? What can the
    family themselves contribute?
  • Involve children, young people and those caring
    for them in decisions that affect them (unless it
    is not safe or appropriate to do so)
  • Understand the importance of information sharing
    within the context of children and young peoples
    well-being and safety
