Definitions The scope of Work Equipment is very
wide and covers almost any equipment used by an
Associate at work.
Tool box tools hammers, knives, handsaws,
drills, screwdrivers etc Single machines -
drilling machines, photocopiers, lathes,
guillotines, circular saws etc Series machines
machines connected together as one installation
(DMUK cells) Lifting equipment hoists, lift
trucks, slings, mobile platforms etc Other
equipment ladders, pressure water cleaners,
chairs, desks, PCs etc
3
Legislation PUWER Provision Use of Work
Equipment Regulations Objective to ensure that
work equipment should not result in health
safety risks, regardless of its age, condition or
origin
4
Work equipment must be maintained in an efficient
state, in efficient working order and in good
repair, so as not to cause additional HS risks
Maintenance should be carried out in accordance
with manufacturers recommendations and should
only be completed by trained, competent Associates
5
Work equipment inspection aims to identify
whether equipment can be safely operated,
adjusted and maintained and that any
deterioration can be detected and remedied before
it results in unacceptable risks.
Some equipment will require statutory
examination/inspection under other legislation
Power Presses, Moulding Machines, Pressure
Vessels, Mobile Plant etc
6
Employers shall ensure that every person who uses
or supervises the use of work equipment must have
adequate Health Safety information and written
instruction relating to work equipment.
7
Employers shall ensure that every person who uses
or supervises the use of work equipment will have
adequate training for the purposes of Health
Safety. (Special consideration must be given to
the training of young persons)
8
Employers shall ensure that every item of work
equipment has been designed constructed in
compliance with Essential HS Requirements as
defined by Directives concerning the safety of
work equipment.
Supply of machinery (Safety) Regulations
1992 Duty to ensure that machinery compliance has
been met throughout the design, construction,
installation and commissioning processes and that
relevant documentation such as CE marking,
technical files, drawing etc are readily
available to confirm compliance.
9
  • Employers shall ensure that effective measures
    are taken to
  • Prevent access to dangerous parts of machinery
  • Stop the movement of an dangerous parts of
machinery, before any person enters a danger zone

10
All guards and protection devices provided, shall
Suitable sufficient risk assessments must be
carried out on all machinery taking into account
dangerous parts and how they are suitably guarded

Additional Regulatory requirements covered under
PUWER are concerned with the following
elements. High or very low temperature Controls
for starting or making significant change in
operating conditions Stop Controls Emergency Stop
Controls Controls Displays Isolation from
Energy Sources Stability Lighting Maintenance
Operations Markings Warnings
13
MOBILE WORK EQUIPMENT Any work equipment which
carries out work while it is travelling or which
travels between different locations where it is
used to carry out work
(wheels, tracks, rollers etc) Such
equipment may be self-propelled, towed or remote
controlled and may incorporate attachments
  • Elements covered within this section of PUWER are
    concerned with
  • Suitability for carrying people
  • Seating
  • Work Platforms
  • Falling Object Protection Structures (FOPS)
  • Roll Over Protection Structures (ROPS)
  • Restraining systems
  • Speed Speed Adjustment
  • Guards Barriers
  • Stabilisation
  • Over Turning
  • Preventing unauthorised start up / Stopping
    braking devices

Lifting Equipment
16
Definitions Lifting equipment includes ANY
equipment used at work for lifting lowering
loads, including attachments used for anchoring,
fixing or supporting it
  • Fork Lift Trucks attachments
  • Cranes attachments
  • Lifts
  • Hoists
  • Mobile Elevated Work Platforms (MEWPS)
  • Lifting accessories slings, chains, eye bolts,
    bobbins etc

17
  • Legislation
  • LOLER Lifting Equipment Lifting Operations
    Regulations
  • LOLER extends the legislative requirements for
suitability, inspection test not covered under
    the PUWER Regulations.
  • Objective to reduce the risks to peoples health
safety from lifting equipment provided for use
    at work.

18
In selecting lifting equipment, every employer
shall have regard to the working conditions and
the risks to the HS of persons posed by using
that equipment
Ergonomic design, including operating positions,
reach distances, working heights etc should also
be considered when purchasing new equipment
19
Lifting equipment accessories should be of
adequate strength and stability for each load,
having regard in particular to the stress induced
at its mounting or fixing point
20
Lifting equipment used for lifting of persons
must prevent a person being crushed, trapped,
struck by or falling from the carrier. Suitable
devices should prevent the carrier falling and
ensure that anyone trapped inside is not exposed
to danger and can be freed
This paragraph of the Regulations outlines
specific requirements for the safe design,
construction and use of equipment used for
lifting persons. Such equipment includes the car
of a passenger lift or hoist, platforms of Mobile
Elevated Work Platforms, suspended cradles, FLT
man cages etc
FAILED PLATFORM
21
Employers shall ensure that lifting equipment is
positioned or installed in such a way as to
reduce the risk as low as is reasonably
practicable
22
Machinery and accessories for lifting loads
should be clearly marked to indicate there safe
working loads. Accessories should also be marked
to identify the characteristics necessary for
safe use.
All lifting equipment accessories should be
clearly marked with the Safe Working Load. This
is especially important where several items of
equipment may be used of joined together in order
to perform a lifting operation (I.e. crane and
wire rope slings for lifting dies). Associates
performing lifting operations must understand the
use of safe working loads in order to ensure
their health safety during lifting operations.
23
Planning of lifting operations will identify
risks, identify resources required and the
procedures and responsibilities so that lifting
operations can be performed safely.
24
There are many legislative requirements
surrounding examination, inspection and testing
of lifting equipment. Such equipment should
always be inspected before use and at assembly at
a new location. At DMUK thorough
inspections/examinations are completed every 6
months by an external contractor. At the time of
these inspections/examinations items of lifting
equipment are colour coded to confirm they have
been checked and are useable.
Additional examinations are required after
significant change that may affect the safe
operation
25
Reports Defects The external contractor
completing thorough inspections has a duty to
inform both the company and potentially the HSE
of any defects found during examinations. Reports
outlining the defects will be provided and
appropriate records of defects and remedial
actions must be maintained.
A defect reporting system should also be in place
internally and defective equipment quarantined
until a thorough examination or test can be
completed.
Keeping of information Initial certification
documentation, defect reports and information
relating to any remedial work must be maintained
for each item of lifting equipment. This
information must be kept available for the lift
of the equipment
