NIH SBIR Review Criteria
  • Fast-Track (Phase I/Phase II)
  • Specification of clear, measurable goals to be
    achieved prior to initiating Phase II
  • Adequacy of Product Development Plan
  • Extent to which applicant was able to obtain
    letters of interest, additional non-SBIR/STTR
    funding commitments and/or resources.

DoD SBIR/STTR FAST -TRACK
  • Under this program, companies can
  • Receive interim funding of 30,000 to 50,000
    between Phases I and II.
  • Be evaluated for Phase II award under a separate,
    expedited process.
  • Be selected for Phase II award provided they have
    substantially met their Phase I technical goals.
  • What is required !
  • Company must find an outside investor who will
    match both interim and Phase II funding, in cash,
    contingent on the company's selection for Phase
    II award.

DoD FAST-TRACK ResultsSeptember 1997 - April
2000
  • 164 Phase I projects qualified for Fast Track by
    attracting the required cash investment from an
    outside investor.
  • 95 of these (156 projects) were selected for
    Phase II awards. By contrast, on average 40 of
    all DoD Phase I projects are selected for Phase
    II awards.
  • Most Fast Track companies experienced no
    significant gap in funding.
  • Approximately 70 of Fast Track companies had
    never before received a Phase II SBIR award.

Increase your odds--User Agencies
  • Propose solutions to current problems, not just
    advances in knowledge
  • Discuss plans/deliverables (PI, PII PIII) with
    users topic author before RFP release

Increase your odds--Non-user Agencies
  • Determine the cutting edge state of the art, then
    evaluate it fairly and propose clear advances.
  • Contact the office(s) most likely to be
    interested in your idea and discuss their views
    of it. When they profess to like your idea but
    have no money, ask them to submit an SBIR/STTR
    element for it.
