Title: How Do MPOs fit in the Toll Road Game

1
How Do MPOs fit in the Toll Road Game?
  • Presented by
  • Erik Steavens
  • State Road and Tollway Authority

2
The MPO ...
  • Is a regional decisionmaking body for
    transportation policy
  • Is Comprehensive, Cooperative, and Continuing in
    its planning process
  • Must meet regional transportation needs while
    being responsive to community interests

3
What are issues facing MPOs?
  • Population Growth
  • Transportation facilities and services growth
  • Increasing environmental and social restrictions
  • Not enough funding

4
Why consider tolling?
  • Federal/State Gas Tax receipts are not keeping up
  • Federal/State laws add costs and time to projects
  • Potential to bring private equity to your area

5
Im an MPO how can I get in the toll road game
  • Develop policies that guide toll and managed lane
    projects
  • Examine new capacity new alignment projects for
    tolling feasibility first
  • Use traditional sources for maintenance and
    operations
  • Make recommendations for potential public private
    partnerships
  • Partner with State DOT or Regional/Local Toll
    Authority

6
Two Way Partnerships
  • Toll Entities need MPOs
  • NEPA
  • Air Quality Conformity
  • Blended Projects

7
Tolls are a tool
  • Use tolling as a means to fund Visionary
    Projects
  • Tolling can help bring projects on-line sooner
  • Tolls dont fit every project or area

10
Congestion in 2030 Afternoon Peak (PM)
11
The Opportunity aChallenge
Most corridors have excess capacity
But several corridors will be congested
12
The Choices
  • Restrict access (where can you get on)
  • Restrict occupancy (how many persons per vehicle
are required to use the facility)
  • Use pricing (charge a fee for use that is
    sufficient to control lane use)

How do we keep the managed lane network free
of congestion?
13
The Opportunity Managed LanesThe Question
How Best To Use Them?
The Opportunity
  • As HOV (high occupancy vehicle) Lanes? (2
or more persons per vehicle only)
  • As HOT (high occupancy toll) Lanes?
(2 per vehicle ride free, solo drivers pay to
    ride)
  • As TOT (truck only toll) Lanes?
    (optional-use, dedicated lanes for trucks)

Managed Lanes
How do webest usethem?
14
HOT and TOT Study Primary Assumptions
  • 2030 target analysis year
  • Managed lanes network on all limited access
    facilities
  • One lane in each direction inside I-285
  • Two lanes in each direction on and outside of
    I-285
  • Scenarios evolved based on expected performance
levels and ability to handle demand at reasonable
    levels of service.

HOT/TOTAssumptions
15
System-wide Annualized Capital Operating Costs
(M)
16
Regional Value of Annual Time Savings Estimates
(M)
HOT Lanes on I-394 Twin Cities
17
PM Peak Hour Level of Service General Purpose
Lanes
20 increase in free flow performance
18
Where do we go from here?
  • The HOT Study shows that managed lanes can
improve the performance of the regions
    investment in a HOV network
  • The TOT component shows the potential for
significant benefits for the Atlanta region A
decision needs to be made concerning the
desirability of proceeding ahead with such a
    strategy.
  • If a TOT strategy is considered desirable, this
raises important questions concerning current HOV
    planning/design efforts.
  • The HOT/TOT Study shows how the region can be an
    innovator in transportation
