On average mailing lists deteriorate over 1 a
month.
41 million Americans move every year! Thats
more than the combined populations of the states
of New Jersey, New York, and Pennsylvania.
There are 1.8 million new addresses added each
year.
4Move UpdateEffective November 23, 2008
- Move Update is the process for updating names and
addresses. - The new regulations will
- Help eliminate undeliverable mail pieces
- Reduces the number of mail pieces that require
forwarding or return - Let USPS know what to do with undeliverable mail
- Mailers who claim presorted or automation rates
for First-Class or Standard Mail must demonstrate
that they have updated their mailing list within
95 days before the mailing date.
5Four pre-approved methods to meet Move Update
Requirements
- Premail
- 1. National Change of Address Linkage System
(NCOALink) - 2. FASTforward
- Postmail
- 3. Ancillary service endorsements
- 4. Address Change Service (ACS) with the
Intelligent Mail - Barcode or participant code
- Alternative methods that require separate
approval also are offered for First-Class Mail
mailings. - Mailers who use the exceptional address format
(e.g., Jane Doe or Current Resident) do not have
to meet this requirement.
6 National Change of Address Linkage System
(NCOALink)

- National Change of Address Linkage System
(NCOALink) - an address correction service provided to mailers
through companies licensed by the Postal Service.
- Updated change-of-address information for the
entire country is provided on a regular basis to
the licensees by the Postal Service. - The licensees match mailing lists submitted to
them by mailers against the USPS database. If a
match is made, the correct the address is
provided. - Benefits
- Reduces undeliverable mail by providing the most
current address information for individual,
family, and business moves. - Prevents re-mailings after address corrections
are received because the address correction is
applied prior to the mailing. - Reduces mailer costs by reducing the number of
undeliverable mail pieces.
7 FASTforward

- FASTforward system
- Access to over 40 million permanent
change-of-address (COA) records, which reflect a
13-month period. - Data is updated weekly.
- Consists of a USPS licensed computer system
containing FASTforward name- and address-matching
software and the COA database. - FASTforward Multiline Optical Character Reader
(MLOCR) is mainly used in conjunction with
commingling processes. - Mail is redirected to the recipient's new address
during commingling processing. - Benefit
- New address information is applied to the
mailpiece in real time, so delays associated with
traditional mail-forwarding activities are
avoided.
8 Ancillary Service Endorsements

- Used by mailers to get new addresses and to
provide USPS with instructions on how to handle
undeliverable pieces. - The endorsements are the same for all classes of
mail, but treatment and costs differ. - To meet Move Update requirements, mailer must
send at least one mailing to the address with an
approved ancillary service endorsement within 95
days, mailer must make the address changes before
next mailing. - 1. Address Service Requested
- 2. Return Service Requested
- 3. Change Service Requested
- 4. Temp-Return Service Requested (First Class
Mail Only) - Benefits
- Ancillary service endorsements allow the sender
to obtain the addressee's new address or reason
for non-delivery. Also provides Postal Service
with instructions for the disposition of
undeliverable mail. - Forwarding Service Requested does not meet Move
Requirements.

10 Address Change Service

- Two versions of ACS
- 1. The traditional alpha Participant Code or
- 2. Used with an Intelligent Mail Barcode encoded
with a Business Entity Identifier (BEI) Code. - Both versions notify mailers electronically of
Change of Address (COA) or reason for
non-delivery, however costs are different. ACS is
available for all classes of mail. - Mailers must acquire either an ACS participant
code or BEI code from the National Customer
Support Center (NCSC). - Mailers choose how frequently they receive
address correction notifications daily, weekly,
biweekly, monthly, or bimonthly. They get COA
information through a secure Web site. - For more details about participating in ACS go to
http//ribbs.usps.gov/files and select ACS or
contact the NCSC at 800-238-3150.
11Penalties
- Must update addresses within 95 days of mailing
- Must have documentation for NCOA, maintain
paperwork and address change notifications used
with ancillary service endorsements for 2 years - If requirements are not met, mailers will have to
pay full rate (first class rates based on weight)
