Ohio Healthcare Coverage Reform Goals
  • Provide access to quality, affordable health
    insurance for every Ohio child and to reduce the
    total number of uninsured Ohioans by 500,000 by
    2011.
  • Increase the number of small employers that are
    able to offer coverage to their workers.

  • Not eligible for Medicaid or Medicare
  • Employed or unemployed
  • Two categories
  • Low Income
  • High Income

Low Income Characteristics
  • Little or no disposable income
  • Can not seek care if cost sharing is required
  • Must have affordable preventative care to avoid
    future health problems

  • Single - 1,278/Mo or 15,315/Yr
  • Two People - 1,711/Mo or 20,535/Yr
  • Four People - 2,581/Mo or 30,975/Yr

  • Minimal cost sharing ability to sufficient
    disposable income
  • Willing to accept lower benefits for less premium
  • Willing to gamble on high deductible plans for
    the lowest monthly premium (individuals above
    300 of FPL)

Envisioned Future State for a Healthy Ohio
  • Ohioans are achieving and maintaining optimal
    health through personal wellness management and a
    health care delivery system that focuses on the
    promotion of health and the prevention of
    disease. At each stage of life, every Ohioan has
    access to timely, patient-centered, and efficient
    physical and behavioral health care choices. All
    Ohioans have access to primary and preventive
    services as well as education and opportunities
    for healthy lifestyles, and the incidence of
    preventable diseases are at the lowest levels in
    the nation across all population groups.
    Services and care are coordinated through
    widespread use of health information technology,
    thereby improving health outcomes and delivering
    effective, efficient and culturally competent
    health care.
