DPSST Mission and Vision
  • Mission To promote excellence in public
    safety by delivering quality training and by
    developing and upholding professional standards
  • Vision DPSST will be the leader in developing
    skilled, ethical public safety professionals
    who are respected in their communities as they
    work to ensure that Oregonians are safe and
    secure where they live, go to school, work and
    play.

DPSST History
  • 1958 Oregon-Washington Lawmans Association
    formed
  • 1961 HB 1590 created the Board on Police
    Standards and Training to set minimum standards
    for law enforcement officers in Oregon. Started
    two-week police training at Camp Withycombe
    expanded to four weeks by 196
  • 1968/1969 Legislature made basic police
    training and certification mandatory and granted
    BPST ability to revoke certification
  • 1970s/1980s Police academy expanded to seven
    weeks and moved to Monmouth polygraph licensing
    law took affect BPST started more types of
    training advanced officer training, parole and
    probation officers, corrections officers,
    dispatchers
  • 1987 HB 2087 established Criminal Fines and
    Assessment Account
  • 1990s Changed name to BPSST to reflect
    diversified constituent-base established Public
    Safety Memorial Fund started telecommunicators/EM
    D training added fire training and certification
    program and private security licensure program
  • 1997 BPSST changed to full-fledged agency
    Department of Public Safety Standards and
    Training Legislature directed agency to
    implement delivery of 16-week BP training
  • 2000s Constructed new Oregon Public Safety
    Academy added private investigators licensure
    program started initial 16-week basic police
    academy January 2007

    needs and industry issues
  • Ensures development of public safety officers who

    the needs of their communities
  • Constituent Policy Committees
  • Police, Fire, Corrections, Polygraph Licensing,
    Private Security, and Telecommunications policy
    committees
  • Committees meet quarterly (at minimum)
  • Serve as work/discussion groups for agency policy
    and rule updates and changes
  • Review discretionary revocation cases and make
    recommendations for action to Board
  • Create subcommittees and task forces for more
    in-depth discussion and research on specific
    topics
  • Review, advise and approve curriculum

  • 150.71 FTE served more than 35,000 public safety
    constituents during the 2005-07 biennium
  • The Governors Request Budget seeks 29.54
    additional FTE to enhance programs and services
    provided to constituents
